Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The IFRC office in Abuja is the hub to support the Red Cross National Societies of the West Coast Cluster (Nigeria, Benin, Togo, Ghana, Ivory Coast and Liberia) and has a status agreement with Nigerian government. The West Coast cluster office deliver the IFRC mandate in the sub-region with a focus on Disaster Management, Capacity Building of the National Societies and Humanitarian Diplomacy. The Nigerian Red Cross adopted Strategic Development Plan for 2016 – 2020, and has conducted a series of self- reflections and external reviews (OCAC, BOCA, external reviews) over the last few years. The National Society now seeks to right size the organization’s organigram, ensure right person right job and develop human resource policies and procedures to ensure effective implementation of objectives. The National Society does not have a human resource team or department, nor the required procedures and systems, therefore external assistance needs to be brought in to develop a new organigram, advice on effective HR systems and procedures, as well as the establishment of a performance culture and assist in the assessment of incumbent staff against the same.
Job Purpose
The Senior Organizational Development officer will be responsible for overseeing the implementation of the HR reengineering process in the Nigerian Red Cross and for providing overall guidance and technical support as required. The post holder will work closely with his/her counterpart in the Nigerian Red Cross as well as with other partners to ensure quality and timely implementation of activities as well as proper alignment and coordination with other organizational development activities
Job Duties and Responsibilities
The Senior Organizational Development officer will have the following responsibilities:
Ensure that the plan and budget for the project, as well as terms and conditions defined in the project agreement between NRCS and IFRC, are fully respected in terms of:
Implementation of the agreed plan and milestones in a timely manner and within the budget;
Ensure proper communication and engagement from all NRCS departments and branches;
Regular monitoring of activities and coordination with the external consultants;
Narrative and financial reporting;
Provide technical support and coaching to NRCS on the implementation of the Human Resources reengineering process and represent IFRC in technical discussions with the external consultants hired to provide technical
Coordinate the provision of additional technical support from IFRC (Regional office or Geneva) or from other Movement partners if
Work with NRCS counterpart and the external consultancy firm to provide regular updates (at least monthly) on the implementation of the project, requesting feedback from Movement partners when
Ensure alignment and coordination between this project and all other NSD initiatives through a continuous dialogue and information sharing with NRCS, ICRC and partner
Support NRCS in the development of a detailed plan and budget for the implementation of phase two of the HR reengineering
Provide support to NRCS in the mobilisation of resources for the implementation of the second phase of the program in
Identify and agree with NRCS best practices for the implementation of the project and ensure that NRCS respect these best practices, the labour laws and data protection laws of Nigeria and the IFRC Code of Conduct.
Promote that lessons learned are properly recorded to be used in the future by NRCS or by other National Societies addressing a similar
Elaborate the narrative and financial reports in accordance with IFRC and donor
Participate in the meetings of the OD Technical Committee in Nigeria and contribute, as requested by IFRC, to other organizational development initiatives in
The job duties and responsibilities as set out above are not exhaustive and the holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
Education
University degree, or equivalent, in relevant discipline (Human Resources, Business Administration, etc)
Relevant post-graduate degree or MBA (or equivalent)
Relevant professional experience in organisational change, human resources re-structuring and/or capacity building work
Experience
Minimum of 10 year of work experience
Minimum of 5 years of work experience in organisational development or capacity building in complex organisation
Minimum of 3 years of work experience in a non-profit organisation
Previous experience in the area of human resources is preferred
Knowledge, skills and languages
Superior writing and editing skills
Excellent communication and inter-personal skills
Excellent relationship building skills; ability to build and strengthen internal network
