Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

 

HI is managing a large humanitarian program from three different hubs along three main pillars:

  1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
  3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

 

YOUR MISSION:

Reporting to the Support Service Coordinator in an initial period, and then directly to the Head of Mission / Country Director, in collaboration with HQ services, the Finance Coordinator ensures the efficient management of the financial resources for the country for which s/he is responsible. S/he is the point person for the Head of Mission / Country Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility.

S/he participates actively in the phased reorganisation of HI in the field.

The main responsibilities of the Finance Coordinator are the following:

  • Strategy and steering
  • Standards and Accountability
  • Operational finance management
    • Guarantees the production of financial information and dashboards in a timely manner; coordinates the annual financial calendar and helps programme staff with the financial steering of the programmes; identifies risks and recommends actions for mitigating these risks
    • Ensures the implementation of donor guidelines and compliance with donor requirements; oversees the monitoring of funding from the request stage through to end-of-contract, controlling risks and ensuring compliance with deadlines
  • Professional development of the finance sector
  • Emergency preparedness and response
  • Team Management

 YOUR PROFILE :

  • You hold an advanced degree in Finance, Economy, Business Administration or any relevant field
  • You have Accounting, financial and tax management skills
  • You have at least 5 years of experience in finance management in NGOs at field level
  • You have analytical and writing skills
  • You have good command of IT tools including an advanced level in Excel
  • You have a successful experience in team management and are able to lead the change
  • You are autonomous, organised and rigorous
  • You have good adaptation and interpersonal skills
  • You are solution-oriented and are able to manage your stress

CHARACTERISTICS OF THE POSITION :

Jordan is a relatively safe and secure country, with regular presence of international tourists including from Occidental countries, and where the situation/context does not require having heavy security procedures.

The country is currently facing economic challenges and high rates of unemployment, which translate frequently to demonstrations mainly in the capital Amman. Jordan has a good level of acceptance of foreigners, and has a strongly respected Royal family. The police/armed forces are well trained, well paid and well equipped. The health conditions are really good in Jordan, with a complete access to high quality medical care in Amman allowing international staff to have a safe stay in country including with families and babies.

CONDITIONS:

  • Starting date : December 2019
  • Length of the contract: 1 year

 

  • Employee status, according to experience :
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 637€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
