Background
MNC03 is the country department managing the Egypt, Yemen, and Djibouti country programs. The WBG is a major development partner for all three countries. A rich program of knowledge and analytical work underpins our engagement in all three countries. In Egypt, the Country Partnership Framework (CPF) was approved by the Bank Board in March 2023. The CPF puts the people of Egypt at the center of the strategy in pursuit of three high-level outcomes (HLOs): (1) more and better private sector jobs; (2) enhanced human capital outcomes; and (3) improved resilience to shocks. In addition, the CPF outlines two cross-cutting themes—governance and citizen engagement, and women’s empowerment. The CPF adopts a flexible approach to lending, with a financial envelope of US$7 billion (US$1 billion per year from IBRD and about $2 billion investments by IFC during the entire CPF period), in addition to investments from MIGA.

The MNC03 program is managed out of the Egypt country office. The Egypt Country Office has about 80 staff and works as a regional hub for some other functions also. The Yemen program is headed by a Country Manager (CM) currently based in Amman (plans to move to Yemen when security situation permits). The Djibouti Country Office is headed by a Resident Representative (RR).  The Country Director is based in Cairo and is supported in Cairo by Programs Leaders, Senior Operations Officer as well as an Operations Analyst. In addition, in HQ, the office includes a Senior Operations Officer (CPC), Country Officer and a Program Assistant.
Roles and Responsibilities
TF fundraising and management
Build and maintain healthy working relationships and effective communication channels with DPs and other stakeholders.Align, coordinate, and solicit mutual areas of interest between the Bank and DPs.Lead TF fundraising and management for the CMU across the 3 countries in coordination with Country Leadership Team. Manage and administer the Yemen Resilience, Recovery and Reconstruction Umbrella MDTF (Yemen Fund), the UK FCDO-funded Strategic Partnership for Egypt’s Inclusive Growth (SPEIG) SDTF and any other CMU TFs. Identify potential follow-on trust fund options post-SPEIG closing.Liaise with the Ext team to reference and acknowledge DPs and TF support in communication tools. Review proposals from the Djibouti, Yemen, and Egypt country team to global/regional trust funds; advise CD on endorsement.Mentor Yemen and Egypt (and Djibouti when relevant) TF teams.
Partnerships and donor coordination
Maintain and strengthen partnerships on TF and broader donor coordination.  Explore opportunities of catalyzing co-financing with MDBs.Closely work with the Yemen CM and OO on strengthening collaboration with partners across the humanitarian-development-peace nexus (incl. various donor coordination groups and Partnership Council). Support Senior Management, CD and CM with talking points for high-level events such as Humanitarian Senior Official Meetings and bilateral meetings with donors/partners.Represent the CD in meetings with development partners as needed.
Country management unit functions
Contribute to the formulation of the country engagement products for each country as needed, with a focus on partnerships and trust funds.Coordinate with the PLs to advise the CPC, the CM, the Resident Representative, and the CD throughout the yearly WPA exercise as it relates to TF resources.Lead the monitoring of the ASA portfolio/pipeline as it relates to trust funds and inform the monitoring of the lending portfolio/pipeline, as it relates to co-financing.Lead preparation of talking points and briefs as requested.Provide additional support/backup to the Country Management Unit (e.g., comments on specific products, events, or backup to one of the three countries).
Selection Criteria
Master’s degree in a relevant field/discipline (e.g., economics, management, business administration, social sciences, technical studies, or another field relevant to the Bank’s mission). A minimum of at least 8 years of relevant experience; prior country officer experience is a plus.Thorough understanding of Bank policies, processes, and procedures, and of the roles and responsibilities of various Bank units. Strong knowledge of World Bank projects, technical assistance, and trust fund operations.Broad understanding of the links between macroeconomic and sectoral policies. A proven record in timely delivery of written outputs with high quality.Proactive and action oriented. Ability to anticipate, coordinate, and prioritize activities. Capacity to respond quickly and in a pragmatic manner to a wide range of issues.High level of professional maturity, integrity and discretion, sound business judgment, diplomatic skills, high degree of tact, political awareness, sensitivity, and discretion in dealing with internal and external clients, staff, and managers, and in handling confidential and sensitive information. Demonstrated strong written and communication skills in English, including the ability to speak and write persuasively and present ideas clearly and concisely. Ability to synthesize analyses and present materials effectively and tailored to different audiences.Proven track record in Partnership experience and strong interpersonal skills.
