Description
NRC is looking for 2 Area Managers to take on the management of our operations in the area offices in Ndele and Alindao .
The Area Manager position is responsible for ensuring high quality and cost effective programme/project implementation in the area.
NRC initiated country operations in CAR in 2014, in order to respond to the critical and increasing needs in the country. The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Food Security, WASH, Shelter and Education, as well as Protection and Community Based Planning programmes.
NRC is currently operating in four field offices : Berberati in the South West, Dekoa and Kaga Bandoro in the Middle part of the country, Ndele in the north, Alindao in the South East, as well as the capital office in Bangui.
The Area Manager reports to the Country Director.
Duties and responsibilities
Member of the Country Management Group (CMG)
Line management for senior project staff and support functions in the area
Ensure that support functions in the area, are providing high quality and efficient support to area programme implementation
Increase the efficiency of communication between support and program within the area
Work with the country finance team and area finance staff to prepare and track progress of project and activity budgets.
Be responsible for coordinating overall project implementation and see that activities are carried out on time and within budget.
Compliance with and adherence to NRC policies, guidance and procedures
Provide area specific input on CC strategies, Country Strategy and Plan of Action
Organize grants opening and closure meetings at area level
Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
Assess needs, develop emergency response and implement response plans
Ensure optimal use of resources within the allocated project budgets and CC strategies
Represent NRC and networking on area level
Ensure that capacity building is provided to all staff in the area
Ensure overall security and safety of staff in the area
Coordinate NRC programme activities with authorities, United Nations agencies and other national and international agencies/organisations in the area
Identify, initiate and follow up on advocacy issues and actively promote the rights of returnees and internally displaced persons (IDPs) in the area, in close coordination with the Country Director.
In collaboration with the Security Advisor, ensure that the Security Plan for the area is updated regularly
Ensure that NRC staff adheres to NRC´s security rules and guidelines

Experience / Qualifications
Qualifications
Minimum 5 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
Excellent project planning, management and monitoring & evaluation skills.
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Experience in advocacy and policy influencing
Knowledge about own leadership skills/profile
Fluency in French and English, both written and verbal
Knowledge of the context in CAR is a plus
Experience as head of office or similar post is a strong advantage
Valid driver’s license

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 10 in NRC’s grade structure.
Duty station: Area offices in Ndele and Alindao . with frequent travels in the field. Both Ndele and Alindao are a non-family posting. Travel outside Ndele and Alindao is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
Approved health certficate will be requested before contract start.
