Early Grant Information for NGOs

Beginning in 1974, the CDBG program is one of the longest continuously run programs at the Department of Housing and Urban Development (HUD). The CDBG program provides annual grants on a formula basis to 1209 general units of local government and States.

The City of Roswell currently qualifies as a CDBG entitlement community. Entitlement communities develop their own programs and funding priorities and give maximum feasible priority to activities that benefit low and moderate-income persons. HUD awards annual grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.

Climate Fund to alleviate energy poverty in Developing Countries

HUD determines the amount of each entitlement grant by a statutory dual formula which uses several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.

Funding Priorities

All proposed projects must qualify as an eligible activity and primarily benefit low to moderate-income persons impacted by the coronavirus pandemic. Along with the national objective, the Roswell Mayor and City Council have identified five funding priorities for the CDBG-CV program:
Job Training Services;
Child Care Services;
Senior Services;
Education Services;
Public Facility Improvements.
Additionally, Mayor and City Council have emphasized a preference for priority projects that have a multiplier effect that maximizes the impact of these funds to Roswell citizens and its economy AND a preference for priority projects that make the most impact on the health, safety, and security of Roswell residents.
