Middle East and North Africa (MNA) Region
The Middle East and North Africa (MNA) Region serves twenty countries, of which a number are active IBRD or IDA borrowers/recipients, while others are users of non-lending services, which the Region provides on either a reimbursable or a non-reimbursable basis. The MNA Region aims to foster sustainable growth with a framework based on four main pillars —renewing the social contract, regional cooperation, resilience to Internally Displaced People (IDP)/ refugee shocks, and recovery and reconstruction.
Historic political and economic changes continue to reshape the Region, with the pace and nature of change differing widely across countries. This dynamic and demanding environment offers the opportunity to contribute to innovative solutions in response to the challenges faced by many of the Region’s countries.
The CMU (MNC01) consists of four countries:  Tunisia, Morocco, Libya and Algeria and spans its engagement in and around these countries, through a combination of lending and technical assistance in most of these countries, all underpinned by a strong multifaceted policy dialogue. The CMU is headed by a Country Director based in Rabat and includes three Countries Offices: Tunisia, Algeria and Libya, these two with no lending portfolio.
The vast majority of MNA Procurement staff members are decentralized through the establishment of procurement teams in Country Offices (COs) including in: Egypt, Lebanon, Morocco, Tunisia, Djibouti, Iraq, Jordan and the West Bank and Gaza. All procurement staff members are managed by a Practice Manager (PM), who is based at the World Bank Cairo, Egypt office.
MNA Procurement Unit seeks to recruit a locally hired E T Consultant to be based in Rabat to provide support to Morocco portfolio. The ETC will be working under the guidance of the Procurement Hub Coordinator based in Washington DC and will report to the MNA Accredited Practice Manager based in Cairo.
Duties and Responsibilities
Support to the ongoing efforts to modernize the public procurement system in the countryProvide support on procurement matters in the performance of the Bank’s fiduciary and service functions, seeking support from colleagues, as neededParticipate, as needed, in project tasks and assess procurement implications of project design, evaluate institutional capacity of implementing agencies and assist Clients in the development of suitable project procurement strategies for development (PPSDs), procurement plans, and conduct prior of Bank-financed/administered contractsProvide, as needed, implementation support to ongoing projects, ensuring timely completion of PRAMS, monitoring the quality of data entered into STEP and providing advice for addressing procurement delays and/or capacity constraintsContribute, as needed, to post procurement reviews of Bank-financed/administered contracts and prepare reports on the findings, recommendations and proposed actionsContribute to the quality of the MNA Procurement Unit outcomes and monitoring of these outcomes. Help the PM office to provide timely and accurate information through periodic update of the Procurement Portfolio Dashboard.  This includes information on Procurement Plans, PPRs, PRAMS, PPSDs, complaints handling, time recording etc.
The ETC will plan his/her work program in close consultation with the Procurement Hub Coordinator and procurement colleagues based on MOROFF.
Selection Criteria
Master level degree in one of the relevant disciplines (e.g. Business Administration, Engineering, Commerce, or Law).A minimum of 5 years of relevant experience.Basic knowledge of the Bank’s procurement policies, processes and procedures.Basic experience in the non-technical aspects of procurement processing and analysis at all stages of the project cycle.Proven analytical and evaluative skills including the ability to provide well-researched analyses of key procurement issues.Very good written and verbal communication skills in French and English (fluency in Arabic desired), including the ability to prepare, present and discuss findings in written and oral form.Ability to communicate and function effectively in multi-disciplinary teams.
