Recrutement pour Regional Programme Manager – Benin

We are Nuffic, the Dutch organisation for the internationalisation of education. We work from primary to tertiary education, and from vocational training to academia. For our Global Development department, we are looking for a senior programme manager to represent and monitor the Orange Knowledge Programme in the Sahel region. On behalf of Nuffic, you are based in Benin and will service the region through frequent travelling. You will closely collaborate with the team based in the Hague.

The Orange Knowledge Programme

The Orange Knowledge Programme (OKP) is Nuffic’s biggest capacity development programme, focused on sustainable partnerships and alumni relations. It is funded by the Dutch Ministry of Foreign Affairs. The OKP provides funding for scholarships, group trainings and institutional collaboration projects in Mali, Benin, Burkina Faso, Niger, Ghana, Sierra Leone, Liberia and Guinee. As programme manager you are responsible for strengthening the OKP in the Sahel. You will collaborate with Programme Managers in The Hague and other countries, on the management and monitoring of the programme’s activities. You are reporting to the team leader of the team Programme Management & Monitoring (PMM).

Your responsibilities:

Together with the programme management and monitoring team in The Hague, you are responsible for the management of the Orange Knowledge Programme and you align your activities with the programme cycle;
You organise stakeholder meetings and contribute to alumni events;
You prepare and organise monitoring missions;
You are responsible for the calls and assessments of proposals;
You ensure on time reporting towards the donor and take care of all administrative tasks that are involved with fund management;
You collect good practices and lessons learned on impact of capacity development;
You produce content that can be shared with the communications team in the Hague;
You map the educational landscape and facilitate collaboration between Dutch and local organisations while maintaining a neutral position;
You have frequent contact with the Dutch embassy and other stakeholders to ensure the programme aligns with the local needs and policies;
You perform promotional activities and provide information on scholarships, trainings and institutional collaboration projects to ensure visibility of the programme.

Your experience

You hold a Master degree and you have at least 8 years of relevant experience in the international development sector, ideally with a focus on education and/or capacity building;
You bring a relevant network in the education sector and are familiar with working with embassies, sister organisations (such as DAAD- Campus France) or other international partners;
You have experience with fund management or project management in the (international) development sector;
You have experience in collaborating with international organisations and are familiar with the challenges of working interculturally. Ideally you have experience with Dutch education.
You have experience in working with local educational stakeholders, and are familiar with the capacity gaps and challenges of life long learning possibilities;
You have experience in organizing events, marketing and promotional activities;
Experience with Nuffic is an asset;

You can adapt to different (working) cultures and management styles and you have strong interpersonal and intercultural skills;
You have knowledge of the different contexts in the region and can approach people with an open, neutral and constructive attitude;
You are hands-on, pragmatic and results-oriented;
You are a great communicator and collaborator who can work independently, while staying informed and connected to a team abroad;
You are flexible, you can quickly change direction when needed and you are used to traveling to/in developing countries;
You understand the position of a fund manager and are able to maintain level playing field and objectivity, even during stakeholder engagement;
You have good writing skills and you know to use social media for marketing purposes;
Your written and spoken English and French language skills are both flawless.

What we offer you

An interesting and independent position which offers the opportunity to travel and collaborate across borders;
You will be offered a contract for 32 to 38 hours per week, for the duration of at least six months. The contract can be extended up to one and half years;
Day rates/monthly rates will be discussed and should be based on experience.

Additional requirements

You are registered as an independent consultant at the local authorities;
You are already based in Benin;
You are able to travel frequently (when circumstances allow)
