The Safe School strategy for West and Central Africa was developed through consultative process by the UNICEF Regional Office in 2017: it promotes the establishing and endorsing local standards of safety for schools operating in conflict areas by governments including implementing those standards and ensure that the majority – if not all- schools are equipped with the minimum standards for protective learning environments. The legal obligation of governments for the protection of education is also outlined particularly those who endorsed the Safe Schools Declaration. Cameroon has endorsed the Safe Schools Declaration in 2018.
How can you make a difference?
UNICEF through the Education Specialist (Capacity Building), P-3, under the direct supervision of Chief Education will support the relevant stakeholders (i.e. Universities, teacher training colleges, Ministries of Education) to include the PSS and C/DRR training into pre- and in-service capacity building for teachers and education personnel.
Based on the WCA Safe School Strategy protective learning environment in the context of Cameroon will have:
Teachers trained in the provision of Psychosocial Support (PSS) in the classroom
Teachers trained in Conflict/Disaster Risk Reduction (C/DRR) and school-based risk mitigation
School vulnerability mapping
School evacuation and lock down plans; Rape prevention plans, and cholera plans
Links to child protection services
Community participation in school-based risk mitigation
By engaging in this capacity building UNICEF expects a change (an improvement) in the perception of schools as safe environments by children, parents, and teachers between. The Protective Learning Environment study will assess the perception of safety in schools.
The Cameroon partners have the capacity to provide training in PSS and CDRR, therefore the incumbent is expected to coordinate several capacity building initiatives, monitor their correct functioning, and ensure their visibility. Documentation each event needs to be collected, including number of people reached through the capacity building and through the development of school plans. As part of the monitoring, the incumbent will also follow up on the deliverables expected of various NGOs with whom UNICEF has a partnership in place, for the timely and effective delivery of results for children.
Additionally, the incumbent, assisted by Information Managers based in the various field offices (and country office), and under the strategic guidance of the Chief Education, will coordinate the creation of a risk database for crisis affected children, and track the solutions found at community level to address these risks. Through this action UNICEF intends ensuring an appropriate follow up and ownership of the actions in the plans, by school, education administrators and communities
The incumbent will also collaborate with the Partnership and Advocacy section of the UNICEF CO to enhance visibility UNICEF interventions in the areas of PSS and C/DRR. He/she will provide inputs in donor reporting updates for management.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Social science, Education, Political Science.
*A first University degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University degree.
A minimum of 5 of relevant professional experience in the area of humanitarian assistance, including in conflict zones
Experience interacting with government in humanitarian contexts (Education, child protection)
In depth knowledge on psychosocial support (PSS) principles and practices
Knowledge of the UNICEF WCARO PSS and C/DRR training package for protective learning environments would be an asset
Familiarity with the WCA Safe School strategy and principles for Education/Child Protection programmatic convergence
Knowledge and experience of the applications of INEE Minimum Standards and guidance
Fluent in French and English.
