Background:
In March and April 2019, Mozambique was hit by two consecutive tropical cyclones, impacting several coastal areas, bringing a path of destruction and damage to the Sofala, Cabo Delgado and Nampula Provinces in central and northern parts of the country. Cyclone Idai, a category-4 cyclone, made landfall near Beira city on 14 March, with winds blowing at over 220km/h and causing the death of 603 people and affecting over 1,500,000 people.
In addition, Cyclone Kenneth made landfall in northern Mozambique on 25 April, with 200km/h winds impacting several coastal areas, bringing a path of destruction and damage to the Cabo Delgado and Nampula Provinces, resulting in the death of 45 people and 286,282 people affected. According to IOM’s Displacement Tracking Matrix (DTM), as of 31 May, six accommodation centres are open hosting 3,564 individuals (1,006 households), and there are 44 resettlement sites with 48,348 individuals (9,371 households) in Manica, Sofala, Tete and Zambezia Provinces (IOM SitRep No.8, https://reliefweb.int/report/mozambique/mozambique-cyclone-idai-and-cyclone-kenneth-response-situation-report-8-17-31-may ). As a result, Cyclone Kenneth left many people and education facilities affected and damaged – 500 classrooms (203 totally destroyed and 297 partially damaged) and 45,242 students. Cabo Delgado’s performance in the education sector has been one of the worst even before the current disastrous situation occurred. Net enrolment ratio for primary education (NER) in 2016 was the 2nd worst among 11 provinces, at 71% against national average of 78%. Pupil-Teacher ratio was the third worst, standing at 72:1, much higher than national average of 61.3:1 in 2018. To mitigate the current situation, cluster set its target at 45,000 children and UNICEF’s target is set to 15,000 children to have access to education.
Purpose and Objective:
Under the technical supervision of the Education in Emergency Specialist (P4), the Education in Emergency (EiE) Officer / Sub-national Education Cluster Coordinator (ECC) will support the overall effective and efficient education planning, preparedness and response of the UNICEF Chimoio Hub in collaboration with MINEDH decentralised level in Manica (DPEDH and SDEJTs) and support education cluster activities. The incumbent will be responsible for representing UNICEF at cluster and inter-cluster meetings, with a focus on the EiE response programming.
Specific Objectives and Functions:
 Coordinate with MINEDH decentralised level, UNICEF Maputo, and cluster partners for any EiE planning, preparedness and response;
Coordinate with Implementing partners in any EiE planning, preparedness and response;
Support cross cutting issues for the emergency education preparedness and response including: i) support to and participate in sector coordination as part of UNICEF roles agency of last resort; ii) attend sector and inter-sectoral meetings as well as coordinate priority cross-cutting issues (e.g. gender equity, psycho-social support; mine risk etc.; iii) resource mobilization;
Support UNICEF Maputo for preparing operational plans in consultation with concerned party;
Support UNICEF Maputo for development of relevant partnership frameworks including standing agreements with INGOs/NGOs;
Assess the situation to identify the needs in newly identified affected area as required;
Explore the possibility for potential collaboration with partners for SSFA or PCA.
Implement the UNICEF emergency response to restore education service provision in flood affected areas under the responsibility of Chimoio Hub with UNICEF implementing partners (IPs);
Support actions towards transition to recovery and reconstruction of education in the short and medium terms: i) support reestablishment of learning; ii) documentation and reintegration of displaced children; iii) support the reconstruction and rehabilitation of affected schools’ facilities; and iv) support curriculum and teacher training.
Monitor the situation and UNICEF’s activities based on operational plan and 5W table through any available communication means and visits to the sites in close collaboration with MINEDH decentralised level, UNICEF IPs and cluster members as required;
Provide support to knowledge management and monitoring evaluation and reporting: i) draft key EIE documents and reports; ii) support establishment of effective information management for the education response; iii) establish and strengthen of monitoring and reporting mechanisms.
Work Experience:
Qualifications, Knowledge, Skills and Experience:
University degree in Education or Social Sciences
A minimum of 2 years relevant professional work experience
Experience in humanitarian action within the education sector.
In depth understanding of and training in the INEE Minimum Standards for education in emergencies would be an asset.
Excellent advocacy and communication skills particularly in relation to advocating for education provision in humanitarian crises and good people skills.
Good computer skills (Ms Office, SharePoint etc).
Demonstrated ability to establish harmonious and effective working relations both within and outside the organization
Language skills:
Fluency in oral and written Portuguese essential and English.
