The objective of a regional level Education Cluster is to ensure a coherent and effective education response by mobilizing groups stakeholders to respond in a strategic manner to the education needs of the children caught up in this conflict. The Education
Cluster Coordinator is to lead and facilitate this process through:
inclusion of key humanitarian partners;
maintenance of appropriate humanitarian coordination mechanisms;
coordination with national/local authorities, state institutions, local civil society, and other relevant actors;
ensuring appropriate participatory and community-based approaches;
ensuring appropriate attention to priority cross-cutting issues (e.g. Protection, Gender, HIV and AIDS, WASH and Shelter);
undertaking needs assessment and analysis;
coordinating sector-wide emergency preparedness;
undertaking planning and strategy development;
ensuring the application of appropriate standards;
ensuring monitoring and reporting;
undertaking advocacy and resource mobilization;
undertaking training and capacity building; and
provision of assistance or services as a last resort subject to access, security, and availability of funding.
The Education Cluster Coordinator will work impartially with all members of the Education Cluster and will work closely with Sector Lead at the national level as per the agreement made at the HCT Yaounde.
How can you make a difference?
1. Planning and Organizing 25%
Plan in anticipation of foreseeable changes and able to adapt plans in the face of unforeseen or disruptive events
Identifies cross-organizational resources needed for large-scale projects and ensures the availability of these critical resources
Creates measures and criteria to monitor the progress of plans against objectives, maintaining constant vigilance regarding all issues that may impact upon the achievement of plans
Maintain appropriate coordination and reporting mechanisms for the Education cluster response.
2. Deciding and Initiating Action 15%
Takes initiative and progresses with work with minimal direct supervision
Identifies and makes urgent and difficult decisions based on incomplete or contradictory information
Accepts managerial responsibility and stands-by decisions.
3. Relating and Networking 20%
Ability to establish excellent working relationships across organizations
Maintains and extends an effective network of relevant and diverse individuals
Diplomatic and able to facilitate the resolution of conflict between others tactfully
Adapts humor to the people, the occasion, and the purpose
Coordinates Education sector partners and facilitates information sharing amongst them
Ensures regular updates on education cluster interventions and timely reporting
Leads the resource mobilization efforts of the Education cluster by identifying potential funding opportunities and supporting the members in developing funding proposals.
4. Persuading and Influencing 14%
Gains agreement and commitment from others by persuading, convincing and negotiating
Significantly changes the perspective of people with respect to an issue, gaining their support and agreement
Makes a strong personal impact on others and takes care to manage one’s impression on others.
5. Innovation, knowledge management and capacity building
Contributes to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and stakeholder capacity building
Applies innovative approaches and promote good practices to support the implementation and dissemination of the concrete and sustainable results of the education programme
Finds innovative ways to monitor and report regularly on attacks on education (schools, teachers, children etc).
6. Coping with Pressure and Setbacks
Maintains a positive outlook at work and works productively in a pressurized environment
Maintains visibly high levels of morale in difficult circumstances
Welcomes and invites constructive criticism and learns from it.
To qualify as an advocate for every child you will have…
Education
An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
Work Experience
A minimum of 5 years of professional experience in programme planning, management, and/or research in education is required.
Relevant professional work experience (at a mid- or senior-level) including developing country experience and experience in humanitarian action within the education sector.
Relevant experience in education sector coordination at national or regional level.
Experience and/or an interest in the country or region of deployment.
Relevant experience in a UN system agency or organization is considered as an asset.
Experience of working in a country where education was targeted and/or with alternative learning programmes is an asset
Languages
Fluency in the English language is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.
