What is emerging as a result is a growing region, with setbacks from time to time, that is increasingly seen as a destination for investment as much as for aid; and one where leaders are increasingly willing to address problems of poor governance that harms development effectiveness. Country Management Unit Context
The AWCF2 country management unit (CMU), covers four countries (Benin, Cote d’Ivoire, Guinea, and Togo), and delivers Advisory Services and Analytics (ASA) and lending services to these countries. AWFC2 has an active portfolio of 64 operations (USD6.27 billion) and a pipeline of 16 operations (USD1.92 billion). There is a growing shift in the CMU towards result-based/PforR operations. Your work will be focused on Togo and will be located in Lome.
GOVERNANCE GLOBAL PRACTICE (GP) CONTEXT
Our GP helps developing countries build capable, efficient, open, inclusive and accountable institutions that can support economic growth, reduce poverty, deliver needed services and earn the confidence of citizens. Our work encompasses public financial management, public procurement, civil service reform, open government, anti-corruption, and using technology to improve quality and access to government services. You will be under the supervision of the GOV Practice Manager for the EAWG1 Unit (Cabo Verde, Gambia, Guinea Bissau, Mauritania, Senegal, Chad, Guinea Conakry, Mali, Niger, Benin, Burkina Faso, Cote d’Ivoire, and Togo) and will focus on the program on Togo mostly. Several PforRs are in early stage of implementation and others are currently in preparation in Benin, Togo, and Côte d’Ivoire.
Duties and Accountabilities
•Co-manage the preparation and supervision of a public sector governance operation in Togo and ensure effective delivery of programs requested by the Country Management Unit.
•Manage analytical tasks on Togo especially in the area of decentralization, digitalization of public services, State-owned enterprises reforms and accountability vis-à-vis citizens.
•Build strong and trustworthy working relationships with key government counterparts and development partners to ensure high impact of lending, advisory and analytical work.
•Perform tasks on analytical activities and lending programs in other countries of the region if relevant, as requested by the Practice Manager.
Selection Criteria
The successful candidate will be a professional with solid Bank operational experience, thematic experience on public sector reforms, including civil service reforms and excellent knowledge of Western Africa. Specifically, the successful candidate will be selected on the basis of the following competencies:

•Business Judgment and Analytical Decision Making – Analyzes facts and data to support sound, logical decisions regarding own and others’ work.
•Public Administration – Understands the overall dimensions and structures of the mechanics of government and its public administration, including domestic resource mobilization (especially tax policy and administration); public financial management, and service delivery).
OTHER SELECTION CRITERIA
•Advanced degree (Master’s or equivalent) in public policy/political science, economics, public financial management, or another related field.
•At least 5 years of relevant work experience in public sector management.
•Experience in civil service reforms, especially in low governance countries.
•Experience in evidence-based wage bill management, public sector productivity.
•Strong experience in Bank operations.
•Experience in result-based lending/PforR is a plus.
•Experience in IDA countries.
•Experience in policy dialogue and knowledge of political economy analysis.
•Excellent written and verbal communication skills in English and French.
