Background
In the context of the implementation of the Angolan National Development Plan 2018-2022 (NDP) and the Agenda for Sustainable Development, UNDP sets out to further consolidate its position as a partner of choice for the Government, International Financing Institutions (IFIs) and the private sector.
UNDP works in partnership with Government, major development partners and as a catalyst and facilitator of support from the United Nations System as mandated by the General Assembly, aiming to eradicate poverty in all its forms and dimensions, accelerate structural transformations for sustainable development, and build resilience to shocks and crisis. In each of its thematic areas of work, UNDP at the request of its national partners provides relevant policy advisory support, technical assistance, advocacy, and knowledge to help Angola achieve its global commitment on Sustainable Development Goals (SDG).
With Angola’s transition to Middle Income Country Status, Official Development Assistance from traditional donor sources has been on the continuous decline. UNDP is therefore working with its national partners to identify and tap into alternative and innovative financing mechanisms for development. This process involves broadening outreach and forging wide-ranging partnerships with stakeholders – including other UN agencies, the government, the private sector, philanthropic Foundations, multi-lateral and bi-lateral donors and International Finance Institutions to advance the country’s development strategies and objectives.
Strong and effective management of the partnerships and of UNDP’s contribution within them is at the core of this effort. To direct these efforts, UNDP Angola is seeking to recruit a Partnerships Development Specialist, with a proven background in external relations, donor partnerships, business development and resource mobilization combined with outstanding project implementation capacity. The incumbent is expected to develop and help implement strategies for UNDP Angola’s engagement with the government and build networks with IFIs, private sector and philanthropic foundations. The incumbent is also expected to provide technical inputs and contribute to UNDP’s engagement with the IFIs, CSOs and Business Associations to support development at sub national and national levels.
Under the direct supervision of the Resident Representative and Inclusive Growth and Sustainable Development Programme Specialist, working closely with country office teams (economic policy, governance, resilience and renewable energy), the Partnerships Development Specialist will be responsible for the development of UNDP’s partnership and resource mobilization with the Government, IFIs, the private sector and foundations and also for implementation of UNDP’s commitments within the partnerships. The position requires the personal skills allowing the incumbent to provide leadership and management to the increasing portfolio of large initiatives implemented in partnership while understanding the roles and function of the core managers in UNDP Angola’s thematic areas.
Duties and Responsibilities
1. Lead the strategic development in UNDP building partnerships with Government, IFIs, Private Sector and Foundations focusing on achievement of the following results:
-Develop and help implement UNDP Angola’s strategy making the business case for a closer IFIs and private sector engagement;
-Support UNDP Angola’s advocacy efforts on engagement with the Government, the IFIs and private sector on SDGs and UNDP programme priority areas;
-Delineate the strategic role of private sector partnerships at national and state levels in UNDP Angola’s Country Programme against UNDP’s corporate priorities in this area.
2. Manage UNDP’s portfolio on partnerships with Government, IFIs, Private Sector and Foundations focusing on achievement of the following results:
-Facilitate outreach and partnership development in identified sectors and programme areas and work with the programme units to formalize subsequent project proposals;
-Identify suitable partnership instruments and operational modalities for engagement with the private sector, IFIs and Foundations within the existing laws and regulatory framework;
-Take the lead in establishing and maintaining strategic contacts and association with relevant partners, follow-up proactively on engagement ideas and work closely with Programme Units;
-Map and track UNDP Angola’s internal needs for potential private sector engagement initiatives and Corporate Social Responsibility activities aligned with the NDP of the Government of Angola and UNDP’s Country Programme.
3. Advise and Guide Outreach for Government, IFIs, Private Sector and Foundation partnerships and Engagement focusing on achievement of the following results:
 -Scan the environment for private sector, IFIs and Foundations partnership opportunities using partner specific analysis, needs and comparative strengths;
-Assist in resource mobilization by preparing the background analysis, partner consultations, and high-level meetings to facilitate a closer cooperation with the government, IFIs, private     sector and Foundations;
-Provide regular technical support, information and expert guidance to UNDP Country and Government office on engagement with the private sector;
-Work closely with the UNDP Communications team for appropriate messaging for UNDP engagement with the Government, IFIs, private sector and Foundations;
-Explore opportunities for mobilizing private sector Corporate Social Responsibility (CSR) resources to support Government of Angola/UNDP initiatives and develop relevant private sector partnership strategies including building partnerships to promote Gender Equality;
-Explore different funding sources, models and modalities and define parameters for UNDP’s engagement.
4. Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:
-Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts.
-Contributions to knowledge networks and communities of practice.
-Organization and conduct of trainings on partnerships building in the Country Office.

Required Skills and Experience
Education:
-Master’s degree in social policy, public policy, politics, economics, development studies or a related area.
Experience:
-5 years of relevant experience at the national and/or international level working on partnership and resource mobilization issues;
-Relevant working experience in dealing with private sector on social impact investments and sustainability;
-Diversified experience in working with public and private sector as well as development organizations is desirable;
-Knowledge of partnership policies, procedures, and instruments in United Nations development agencies or other multi-lateral or bilateral agencies would be desirable;
-Excellent networking capacities.
Language Requirements:
-Proficiency in Portuguese and English;
-Working knowledge of other UN language desirable.
