Position Title: Food Assistance for Assets (FFA) Coordinator
Location: Harare
Direct reports: FFA Engineers
Purpose of the position:
The FFA Field Coordinator will work with the District Coordinator/ FFA Engineers, Government of Zimbabwe Line Ministries, World Food Programme (WFP) and other stakeholders to identify areas that have good potential for FFA activities especially focused on food security and livelihoods to build and enhance resilience for the communities in Zimbabwe. The Coordinator will also work closely with various World Vision Zimbabwe (WVZ) project officers especially those in Food Security related projects in ensuring that all FFA activities are implemented as scheduled. The candidate will have a strong background in agriculture and have adequate experience and skills on FFA implementation. They should be a strong and committed Christian, able to communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
Develop and Implement Good and Viable FFA project Proposals
-Work with the respective District Coordinators to coordinate the targeting process and development of relevant interventions.
-Develop Implementation Plans (derived from the Detailed Implementation Plan -DIP) for the identified FFA projects Interpret and apply the agreed FFA work norms on the projects being implemented. Train the communities on the implementation of the FFA activities
-Supervise the implementation of FFA projects providing technical support required,
-Communicate the exit strategies for each FFA project with the community and other stakeholders.
Coordination and Collaboration
-Co-ordinate with State Government structures, WFP, and other implementing partners at the state/county level to enhance effectiveness of the FFA program.
-Consult the community leaders and communities on the most suitable intervention focusing, but not limited to, agriculture/forest and infrastructure projects
-Co-ordinate with other WV Zimbabwe sectors to ensure maximum use of support resources for the implementation of FFA activities in the states.
Reporting:
-Work with the FFA Engineers and to FFA Field Officers to compile and submit timely relevant reports on the project implementation and any other reports required by WFP and WVZ
Documentation:
-Liaise with donors and other food program agencies.
-Liaise with Support Offices and all major food aid donors regarding food aid availability, increased
-Prepare monthly progress reports on the implementation of the FFA projects in the state
-Represent World Vision to local and regional government officials and partner representatives.
-Produce required management and progress reports.
-Report all incidences that would affect program accomplishments.
-Ensure loss reports are submitted on a timely basis.
Human Resource Management and Performance Management
-Engage in the identification and recruitment of FFA staff.
-Ensure proper training and develop capacity building for commodity staff.
-Ensure all staff is trained in reporting and documentation.
-Guide staff to develop an individual operations plan (IOP).
-Perform regular performance review based on IOP.
-Promote and reward excellent work.
Qualifications: Education/Knowledge/Technical Skills and Experience
-A degree in Agriculture/Natural Resources Management/ Social Sciences
-More than 3 years practical experience in implementation FFA/CFA projects
-Good understanding of community mobilization and participatory methods
-Mature and confident to deal with state/county authorities, communities and community leader
-5 years past experience, preferable with a busy NGO or UNHCR agency, in implementing Resilience and livelihood interventions
-He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
-Ability to exercise sound judgment and make decisions independently.
-Effective and efficient budget/financial management skills.
-Ability to relate to and motivate local staff effectively.
-Excellent self-motivation skills.
-Excellent communications skills in English, both oral and written
-2 years Valid Clean Class 4 Drivers License
-Previous experience carrying out livelihoods and security assessments
-Proposal development experience for resilience and livelihoods opportunities
-Ability to work both as a motivating member and a leader of a diverse team
