WFP’s South Sudan operation aims to provide assistance to over 5 million food insecure people in 2019.
WFP is seeking technical leaders: people who can demonstrate that they possess the right mix of qualifications, skills and experience to drive WFP programmes to a higher level of effectiveness with consideration to the populations we serve. Qualified female candidates are especially encouraged to apply.
STANDARD MINIMUM QUALIFICATIONS
Education & Experience: Completion of Secondary School Education, 5 years working experience in a position of coordinating among local and state authorities and the humanitarian community. This experience can be with either with state authorities or in the humanitarian sector.
Language: Working knowledge of English, Arabic, Nuer and Dinka
ORGANIZATIONAL CONTEXT
Five years since the onset of the civil war in South Sudan, the operational environment across South Sudan is characterized by numerous challenges to principled delivery of assistance. Fragmentation has led to an immense proliferation of stakeholders with whom WFP must build relationships and engage to consult, negotiate, and secure credible guarantees related to security, humanitarian space, and minimal operating standards (ground rules). Diversity and fragmentation have necessitated WFP staff to familiarize themselves with a multitude of unique context and conflict dynamics.
To effectively overcome these challenges and deliver humanitarian assistance in a complex context like South Sudan, WFP needs to ensure it can ground it logistics and programmes in humanitarian principles and local contexts. The purpose of this assignment is to provide contextual analysis in areas of volatility, especially Unity State, and to advocate and negotiate for adequate humanitarian space with all relevant stakeholders within the selected candidate’s area of expertise.
JOB PURPOSE
Under the immediate supervision of the Head of Access, the staff member will develop and use contextual expertise, knowledge of the International Normative Framework and WFP Policies, to facilitate safe and unhindered humanitarian access.
KEY ACCOUNTABILITIES (not all-inclusive)
• Provide contextual expertise to inform early warning tools and briefs, and provide advice on the implementation of humanitarian principles to Programme Policy Officers as required;
• Establish and maintain pre-existing contacts useful to WFP humanitarian operations, and contribute to the development and maintenance of a stakeholder network in areas of interest;
• Use contacts to obtain information only when of relevance to WFP operations and under instruction of the Programme Policy Officer;
• Provide translation when necessary and appropriate for Programme Policy Officers;
• Engage in ad hoc negotiations with personal contacts in the field in line with WFPs operational programmes and maintaining relationships with key influencers.
• Liaise with Logistics, Emergency unit, Nutrition, Logistics Cluster, and UNHAS to monitoring operational planning and to ensure necessary documentation has been completed for Programme Policy Officers and other functional units;
• Support the development and implementation of trainings and learning tools for national staff pertaining to basic negotiations and best practices to ensure a principled response;
• Perform other related duties as required.

Duty Station: Successful applicant must be willing to be permanently based in the identified duty station (Juba) with significant travel to operational locations in the field.

Expert knowledge of the South Sudan context, especially key actors and groups, as well as social, political, and conflict dynamics; pre-existing network of influential contacts and proven ability network; knowledge regarding the implementation of humanitarian operations and WFP in particular; ability to communicate effectively; humanitarian principles, and any field related to WFP mandate and operations; ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds; ability to cope with situations which may threaten health or safety and to live in challenging environments; flexibility in accepting work assignments outside normal desk description or outside of terms of reference.
