ABOUT WFPThe World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. For its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict, WFP was awarded the Nobel Peace Prize in 2020.Malawi is a small landlocked country in Southern Africa. With a population expanding rapidly at 3 percent per year and the majority of livelihoods dependent on agriculture, the population is highly vulnerable to the effects of climate-related disasters. Poverty is experienced by most rural families, with those headed by women suffering the most. Relying on small parcels of densely cultivated land for their livelihoods, rural Malawians are highly affected by climate change. Episodes of drought as well as severe flooding are increasing in frequency, intensity and unpredictability, giving the most vulnerable households inadequate time to recover.Malawi’s challenges are also compounded by high rates of HIV infection (at 9.6 percent), low primary school completion rate (at 51 percent) and chronic under-nutrition (at 37 percent for children under 5). WFP continues to partner with the government, other UN agencies, NGOs, civil society and the private sector to achieve the Sustainable Development Goals (SDGs) by 2030, with a particular emphasis on reaching Zero Hunger (SDG 2), addressing structural drivers of hunger wherever possible.
BACKGROUND AND PURPOSE OF THE ASSIGNMENTIn Malawi Country Office (CO), Partnerships are at the core of the Country Strategic Plan (2019-2023). Guided by the present Partnerships Action Plan (PAP), WFP will intensify its resource mobilisation efforts with the overarching goal of expanding the donor base, improving accountability and ensuring the CSP is well-resourced.The present Partnerships Action Plan for WFP Malawi requires significant staff dedication to explore, nurture and grow new partnerships while also ensuring that sufficient resources become available over the years to facilitate the implementation of the CSP 2019-2023 and beyond. The purpose of this assignment is to identify, build and maintain strategic relationships and ensure positive impact of WFP’s collaboration with external partners.Under the direct supervision of the Head of Partnerships, Reports and Communication, the Partnerships Officer will support CO’s engagement with UN agencies, donors, private partners, NGOs and other external partners. The incumbent will maintain current relationships, identify opportunities for new engagements, and support CO’s participation in key fora while acting as the focal point for partnership knowledge management.
KEY ACCOUNTABILITIES (not all-inclusive)Partnerships development and reporting
• Develop and maintain knowledge and donor intelligence in order to provide support tosenior management in identifying partnership trends and opportunities; • Finalise the Annual Country Report (ACR) 2020 and ensure their dissemination in bilateraland user-friendly formats; • Draft funding proposals and briefs for donors as required; • Prepare donor reports and backstop the preparation of internal and external reports; • Support the preparation and management of donor missions and high-level publicevents, participating as necessary.
Partnerships Action Plan (PAP) Operationalisation
• Ensure the roll-out and regular update of the CSP Partnerships Action Plan; • Contributes to strategies for engagement of non-traditional partners, the facilitation of high-level public events to enhance WFP’s visibility and influence existing and prospective partners; • Support CO’s participation in meetings and events with the UN and other multilateral bodies, NGOs, member states, preparing background information, taking notes, sharing outcomes, and supporting joint information programmes to increase WFP’s profile, and protect its interests.
Private sector engagement
• Develop CSP Private Sector Engagement Strategy and coordinate its implementation; • Lead the implementation of the strategy by overseeing and delivering activities that identify, develop and maintain private sector partnerships to raise funds in support of WFP strategic priorities;
DELIVERABLES AT THE END OF THE CONTRACT • A database of donor intelligence is maintained up to date ; • The Annual Country Report (ACR) 2020 is finalised timely and disseminated broadly • At least 3 funding proposals and briefs for donors are drafted • At least 3 donor reports are prepared • Support the preparation and management of at least 2 donor missions and high-level public events, participating as necessary. • The CSP Partnerships Action Plan is rolled out and regularly updated ; • At least 2 opportunities for engagement of non-traditional partners are identified and pursued, • At least 2 high-level public events to enhance WFP’s visibility and influence existing and prospective partners are facilitated • The CSP Private Sector Engagement Strategy is fully developed and at least 1 opportunity for a private sector partnership is pursued.
STANDARD MINIMUM QUALIFICATIONSEducation : Masters level, preferably in International Relations/Affairs, Political Science, Human Resources Communications or Business Administration.Experience :At least three years of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development;
Language : Fluency (Level C) in both oral and written communication in English. Knowledge of the local language or UN official language is an added advantage.
Knowledge & Skills :
• Excellent writing skills • Experience in Private Partnerships management and proven negotiation skills • Experience with the private sector and Knowledge of Corporate Social Responsibility an advantage • Experience in project management and fundraising preferred DEADLINE FOR APPLICATIONS13 February 2021
