USAID announces Localization of Disaster Risk Reduction in the Pacific

Deadline: 14 April 2020

Under this Annual Program Statement (APS), the United States Agency for Development (USAID), Office of Foreign Disaster Assistance, will consider applications to fund local actors to implement disaster risk reduction programs in small Pacific Island countries and further the goals of small Pacific Island countries journey to self-reliance.

Illustrative Activities

This APS seeks to implement disaster risk reduction activities through local organizations. Examples of activities or programming include, but are not limited to:

Development of sustainable community-based disaster risk reduction programs;
Working with national disaster management authorities to roll out national-level risk reduction priorities to under-served or remote communities;
Last-mile early warning information channels and systems, including through traditional methods and low-tech/locally sustainable approaches;
Strengthening communication of disaster warning and information to remote or underserved communities;
Increasing water storage and use efficiency at community and household level;
Implementation of community-prioritized preparedness and mitigation activities; such as the upgrade of evacuation centers and integrated evacuation processes.
Improving coastal resilience to flooding and coastal inundation through natural and naturebased solutions, such as mangroves and other approaches.
Working with schools or other public institutions on disaster preparedness and response, as well as upgrades to facilities;
Support to increase access to savings and loans groups for extremely vulnerable populations who may not have access to these instruments to enable them to better cope with disasters;
Provision of vouchers or small cash grants to communities to implement mitigation activities in their communities;
Development of curriculum or curriculum materials on DRR topics that are most relevant to the local context;
Working with the shelter sector in country to develop disaster resilient housing recommendations for communities, individual homeowners, private sector, and/or policy levels reflective of local context and preferences;
Support to the national disaster management authorities to implement their top DRR priorities; and
Introduction of disaster-resilient agricultural techniques to local farmers

Eligibility Criteria

USAID/OFDA will not accept applications from individuals. All applicants must be legally recognized organizational entities under applicable law. Prior to beginning program implementation, applicants must complete all required steps (if any) with the host government to legally operate their program.
For the purpose of eligibility of applicants under this NFO, an indigenous local or regional entity is a corporation, a non-profit organization, or another body of persons that:
is legally organized under the laws of;
has as its principal place of business or operations in;
is majority-owned by individuals who are citizens or lawful permanent residents of; and

is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
“Majority-owned” and “managed by” include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
Applicants that are selected for an award(s) must agree that at least fifty percent of the cost of award performance incurred for personnel must be expended for employees of the successful applicant(s).
