On the August 3rd 2018, Democratic Republic Congo government declared a new Ebola Disease Virus (EVD) in North Kivu, health zone of Mabalako. This is the 10th EVD outbreaks since 1976 in DRC. Last one was declared in May 2018.  EVD quickly expanded to 12 health zones with new hotspots in Beni and Butembo.
As of 9 June 2019, 2068 cases (1968 confirmed and 100 probable) have been reported, 1296 peoples died from the Ebola Disease Virus.
The Ebola Disease Virus response is operated in a challenging context, with protracted humanitarian and volatile security environment, mainly due to the extended presence of armed group.
UNICEF has quickly deployed programmatic and operational teams on the ground to support the response.
Under the lead of the government UNICEF and partners are implementing multi sectoral approach in close collaboration with others UN agencies (WHO, WFP…)  and other partners.
How can you make a difference to UNICEF in DRC?
Purpose of the job
Under the overall guidance of the Senior Project Coordinator /Ebola, accountable for the coordination, planning, implementation and management of the health emergencies. A special focus will be on the response to Ebola and cholera epidemics but also other health emergencies such as malaria, measles, and yellow fever outbreaks, or support to health and nutrition needs for displaced populations; the incumbent will be in charge of promoting preventive action where possible, and ensuring contingency planning and preparedness, as well as timely responses. Due attention will be given to multi sectoral (including protection, education, WASH etc), gender and child friendly approaches.
As head of the health emergency unit, direct, lead and manage a group of professional and support staff at national level and in field office to organize, manage and administer support and responses to above mentioned health emergencies.  Provide technical and program development support to the MOH (Direction Générale de la Lutte Contre les Maladies) at different levels (National, Provincial and Zones de santé).  Work in close collaboration with WHO, being the cluster lead for Health Emergencies, as well as with other partners with high interest in health related emergencies.  Participate regularly in health emergency related coordination meetings, especially the CNC (comite national de coordination).
Develop partnerships, agreements and collaboration with international and national NGOs that have relevant expertise, implementation capacity and knowhow in management of responses to health emergencies as well as in development of community based surveillance systems.
The incumbent will also facilitate a synergic collaboration with Government, UN Agencies, Civil Society including Faith-based Organizations and other partners.
Your Specific Responsibilities, Duties and Tasks and Your Expected Key Results
1. Project Development and Management
Assist in strengthening the macro level management of health emergency program planning, implementation, monitoring, coordination and resource mobilization and utilization. Specifically, supports the: (i) Development of overall national prevention, preparedness and response plans, (ii) Development, implementation and evaluation of annual work plans, (iii) Development, implementation and regular reviews of national strategies and guidelines, (iv) Development, implementation and regular updating of national training curriculum and decentralized training plans.
2. Sectoral Planning, Implementation, and Monitoring
Support the decentralization of program planning, implementation, monitoring and supervision to the provinces, health districts and zone de santé for emergency prevention, preparedness and response.
Specifically assist to: (i) build capacity of provincial and district health teams in program management, planning, and equity based programming, (ii) contingency planning, iii) strengthen capacity for emergency assessments, response capacity etc.; (logistic and operational capacity, HR; data-collection, monitoring and analysis capacity
3. Collaboration, Networking and Partnership
Assist UNICEF Country Office and the government of Democratic Republic of Congo to mobilize and leverage additional resources to prevention, preparedness and responses of health-related emergencies (HAC, etc.).
Regular exchange and collaboration with key partners for health emergencies (WHO, CDC, OCHA, USAID, WFP, Echo, etc.).
4. Project Delivery & Analysis through Results-based Approach
Contribute at national level to the analysis and implementation of health emergency related projects and programs. Participate in the writing and development of programme goals, strategies and approaches for the UNICEF programme of cooperation; plan, implement and monitors assigned activities. Participate in the preparation of project and budget reviews, programme analysis, programmes report etc. for to the management, Board, and donors.
5. Evaluation and Reporting
Ensure sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation.
Facilitate monitoring and evaluation, and the planning of corrective actions to provide adequate effective and timely responses.
Assist the central, provincial, district and zone de santé levels with constructive supervision and on- the job training, especially concerning quality of care, management, and community involvement.
Work in collaboration with competent Research institutions and individuals in the design and execution of the research related to practical problem.
To qualify as an advocate for every child you will have…
Advanced university degree in one or more of the disciplines: Public Health, Health Epidemiology, Public Health Administration, Health Education, Medicine, Social Sciences. A Bachelor degree combined with an additional two years of relevant professional experience may be accepted in lieu of an advanced university degree.
A minimum of Ten years of relevant professional work experience. Experience working in the UN or other international development organization (for IP). Training and experience in epidemiology, health emergency strategies.
Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
Expertise in strategic planning tools and performance measurement including the ability to define objectives, select indicators, develop a plan for monitoring and evaluation of results, organize the collection and analysis of data, and prepare reports.

Experience in both development and humanitarian contexts is an added advantage.
Specialized training/experience in emergency response management highly desirable.
Excellent writing and speaking skill in French or English is required.  Knowledge of another official UN language or a local language is an asset.
