Background
The Global Communication and Public Advocacy Strategy, which guides the work of the Strategic Communication, is grounded in UNICEF’s fundamental conviction that all children have an equal right to survive, to thrive, and to fulfil their potential – to the benefit of their societies and a more equitable world. To help translate this commitment to child rights and equity into resources and action for children, it is required to build a more coordinated, consistent, and cutting edge communication and public advocacy that both embraces and leads change.
At Chad CO level, its specific objectives are: (i) to sustain and expand UNICEF’s leadership as a credible and trusted voice for children; (ii) and using that voice, to be able to reach a large audience online but also offline and raise awareness about the rights and well-being of children; (iii) and with that expanded reach, to have developed the means to engage regularly citizens to take action and demand change for the most vulnerable, excluded and disadvantaged children.
The UNICEF Chad CO Office has made digital communication, donor’s visibility and partnerships a priority to achieve these goals and achieve better results for children, in line with the 2017-2021 Country Programme. Given the multiple communication initiatives throughout the Global Communication Strategy, as well as communication initiatives and partnerships at the country level aiming notably at the engagement of youth, UNICEF Chad now requires the recruitment of a Social Media Consultant (NOA) for optimal digital content and campaign development and implementation, including content creation.
Scope of Work
Goal and Objective:
Under the supervision of the Chief of Communication, the incumbent of the post will contribute to upheave UNICEF Chad digital communication and reach, and strengthen UNICEF Chad’s Advocacy and Communication Strategy, in order to achieve better results for vulnerable children and women in Chad.
Specific Objectives:
Online Communication Strategy : Ensure that UNICEF Chad social media channels are regularly updated and contribute to create a discourse around key priority areas, engaging in the discussion millennials, middle class, key influencers, donors, media and other key stakeholders.
Content Production: Ensure that the production of communication products and materials for social media channels and other digital platforms is timely executed and followed up to support country online communication strategy, regional and global campaigns and priorities and to support resource mobilization as set out in the work plan.
Campaign Development and Implementation: Provide assistance to develop, implement and monitor & evaluate digital campaigns, ensuring regular contact with creative agencies, vendors, partners involved in campaigns is established.
Monitoring and evaluation: Regular monitoring and evaluation of activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country online communication efforts. Ensure results and reports are prepared and shared on a timely basis.
Activities in the work plan:
– Development and implementation of campaigns, communication products for advocacy targeting the general public and particularly youth aiming at increasing their knowledge about their rights and promote their participation as responsible citizens.
– Organize field visits for media, NatComs, influencers and decision makers, especially in emergency areas.
Activities and Tasks:
Online Communication Strategy:
Monitor and track social media networks to analyze feedback from users and provide them with more information when required.
Keep UNICEF’s social media channels up-to-date.
Identify key influencers and partners that can help amplify UNICEF’s voice and interact with them on regular basis.
Support online reputation management.
Design and implement online marketing plans for social media.
Contribute to the development of the UNICEF Chad website management strategy, including the building of internal systems and processes to facilitate the website’s development, expansion and promotion, based on the needs of the country programme.
Maintain an overview of all content of the website, providing continuous editorial maintenance as well as soliciting, editing and uploading fresh content from the field and programme sections.
Content Production:
Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results. Develop complementary, country specific and local community materials and activities.
Produce advocacy and communication materials (e.g. images, videos, Facebook posts, tweets, photo galleries, social media packages, etc.) that meet the country and global standards as set out in the Global Communication Strategy.
Assist in drafting and editing content for social media, as appropriate.
Establish or maintain an up-to-date documentation centre for communication materials including publications photographs, audio-visual materials, web resources etc.
Recommend appropriate information and communication materials for use on social media platforms.
Recommend established contacts, networks, resources and processes to support online communication activities.
Develop and maintain close collaboration with the regional office and headquarters, as well as with photographers, writers, videographers and other institutional contractors in relation to the web/digital platforms management.
Campaign Development and Implementation:
Produce concept notes and briefings for the selection of creative agencies to be engaged in the design of digital campaigns or for the development of campaign concepts.
Coordinate inputs from programme sections and make sure the narrative of the campaigns is aligned with UNICEF Chad priorities.
Liaise with agencies and partners and provide the information required.
Give inputs to improve creative proposals and online media plans in order to amplify the impact of the campaigns.
Follow up campaign implementation and performance.
Elaborate monitoring reports using social media analytic/listening tools and assist in the evaluation process, by working on creating TOR, establishing indicators, doing desk reviews and other tasks as required.
Monitoring and evaluation
Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact. Monitor and evaluate the use and effectiveness of online/social media materials. Maintain a library of coverage (clippings, coverage etc.)
Monitor the public perception of UNICEF on digital platforms and recommend appropriate action to maintain a positive image for the organization and support to the issues it promotes. For this the use of social media analytic/listening tools will be required.
Ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and effective and efficient advocacy.
Produce reports in order to measure and optimize social media marketing and brand positioning.
Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.
Work relationships:
The consultant will work in close collaboration with programmes and field offices in order to identify potential stories, especially when coordinating media/NatComs visits.

Payment Schedule
Payment will be a lump sum on completion of deliverables per month. Each month the consultant will receive the payment upon submission of a report summarizing key tasks and deliverables.
Desired competencies, technical background and experience
Qualifications required:
Bachelor’s degree or equivalent in communication, journalism, public relation, multimedia and/or other related field.
A minimum of one year of practical professional work experience in communication, print, broadcast media or interactive digital media.
Proven experience and ability in producing articles/stories and other relevant content for electronic media.
General ability to draft ideas and concepts, clearly and concisely, in written and oral form.
Proven ability to research, analyze, evaluate and synthesize information.
Strong planning and organizational skills.
Proven ability to work as part of a team and have a strong understanding of UNICEF/UN programmes is an added value.
Knowledge of fundamentals of working in various media formats – print, audio, video, web etc.
Knowledge of computer systems, internet navigation and various office applications, specifically graphic Design (Adobe Creative Suite) and video editing.
Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
Ability to cope with stressful and difficult conditions and political/cultural sensitivity and ability to work in international and multicultural environment.
Experience working in emergency context and for a UN agency and programmes, is an added value.
Languages:
Fluency in French and English is required, both written and spoken; excellent drafting skills as well as oral presentation skills. Knowledge of the local working language of the duty station is an asset.

The consultant will work hand in hand with other sections to provide support in terms of advocacy, campaign development and content creation. There will be regular meetings with programme teams to understand their needs and respond accordingly. In addition, the Strategic Communication team holds meetings on weekly basis to assess progress in the implementation of activities and coordinate efforts. The consultant will be required to participate in these meetings.
Conditions
The incumbent will be based in N’Djamena. The assignment will also require periodic travel to support partnership initiatives, facilitate media visit and produce content for different channels. Missions within the country will be covered as per UNICEF policy.
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
Special considerations
One of the potential risks is that the consultant will have to work with different programme sections, the partnerships unit and field offices in order to coordinate field visits and content production. If the consultant is not familiar with UNICEF’s structure and procedures, this can create delays in the realization of the tasks. In order to overcome this, the Strategic Communication section will ensure that the consultant works hand in hand with more experienced colleagues in the team who will facilitate contacts with other colleagues during the first weeks, until the consultant feels comfortable enough.
Although there are times where the Strategic Communication Section will proactively organize field visits, most of the time we respond to specific requests from National Committees or media. There is the risk that the number of visits mentioned in the deliverables be more or less. Adjustments will be done as per needs. There will be regular communication between the chief of the section and the consultant to adapt the list of deliverables.
In term of security, staff is requested to remain vigilant. The situation is relatively stable but the regional context puts a lot of pressure on the country situation. The Consultant will be in direct contact with our Security Advisors and UNDSS to regularly analyze the situation especially when organizing field visits. A security briefing will be mandatory upon arrival and we require that the Consultant to take the UNDSS security course BSAFE available online.
