In syria, the crises has entered its 8th year, 11.7 million Syrians including 5 million children are in need of humanitarian support; UNICEF and partners are providing support to millions of Syrians thought deferent programmes and projects, information about the affected population and the aid provided by humanitarian actors is vital in this context to support the planning process and decision making mechanism.

The consultant role is to support the Planning, Monitoring & Evaluation (PME) section of UNICEF syria and partners in the country in the provision of timely and effective technical support for information management.

Under the supervision of the Monitoring & Evaluation Specialist (NOC), the incumbent is accountable for providing professional expertise and assistance in IT software tools development, data analysis and information management with special attention to the interests of UNICEF representative.

On-site working days: Damascus\Syria

DURATION:

Estimated Start Date: 1st of Oct 2019

Estimated End Date: 31st of May 2020

The selected consultant/institution will work for the period of (246) workdays within (8) months

DESCRIPTION OF ASSIGNMENT (TASKS, SMART DELIVERABLES, DEADLINES):

 On monthly basis, the consultant will be preforming the flowing tasks:

  1. Information Management (80%)
    1. Depending on the information in UNICEF database (HDSS) provide regular analysis to UNICEF programmes performance and achievement synthesizing the Severity, PiN, accessibility and other relevant data.
    2. Provide adhoc analysis and information of specific interventions including emergency responses.
    3. Provides technical support in preparing a range of regular information products, including maps and infographics, for the Country Office Management, staff and external stakeholders.
    4. Contributes to regular quality assurance and further standardization of information management tools and products.
    5. Support Staff, partners and third-party monitors\technical facilitators in the information management area thought technical support and capacity building.
  2. Application development (20%)
    1. Support the development of new functions and features in UNICEF system (HDSS), using MySQL, PHP and apache.
    2. Develop tools, templates and products using Excel, QGIS, Power BI to support data collection, analysis and reporting.
  3. Other

Performs any other duties and responsibilities to support the Country Office in the area of information management.

ICT CONSIDERATIONS:

Access to electronic Information Resources, UNICEF email ID and ICT Hardware.

TRAVEL CONSIDERATIONS:

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual.  Therefore, expected travel costs must be included as a budget item in the financial proposal.  Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization.  However, this will be subject to the following prerequisites:  Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel.  Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org).  The consultant must travel on UNICEF approved airlines.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in information management, Information technologies or relevant domain
  • A minimum of five years of relevant professional experience.
  • Fluency in English is required.
