PURPOSE AND OBJECTIVE.
The purpose of this consultancy is to support the design and management of evaluations commissioned by the UNICEF Mozambique CO through close liaison with all programme sections, evaluation expert teams and partners.
The Evaluation Manager consultant will a) provide technical appraisal and supervision of all stages of evaluation project cycle in accordance with UN Evaluation Group (UNEG) norms and standards and b) support thematic sections in preparing evaluation management response and disseminating the results in close consultation with key stakeholders, c) contribute to the internal capacity building to increase utilization of evaluation evidence for policy and programming.
ACTIVITIES AND TASKS.
The consultant will provide support and oversight to a number of ongoing or planned evaluations across thematic areas of Child Protection, Education, Communication for Development, Health and Nutrition and Water and Sanitation (WASH) as well as provide support to the regional office in the preparation and implementation of the 2020 UNICEF Country programme evaluation.   The consultant will place particular focus on alignment of all evaluations with UNEG norms and standards and UNICEF evaluation policy guidelines. General duties will include:
Design stage:
Producing an evaluation concept note followed by Terms of Reference in close consultation with implementation team and key stakeholders
Technical selection of proposals, development of workplans and deliverables in close consultation with expert evaluation teams or individual consultants
Forming evaluation technical reference groups for each ongoing evaluation
Implementation stage
Technical appraisal, quality assurance and administration of key stages of ongoing evaluations including but not limited to preparation of inception, mid-term and final report, supporting preparation of a research protocol for the ethical review
Ensuring that ethical and UNEG norms and standards are fully in all ongoing and planned evaluations
Planning, organizing and supporting inception and validation workshops with all key stakeholders, coordinating technical reference group meetings and inputs
Support UNICEF staff and national partners in all aspects of evaluation including capacity building activities through training, seminars and one-to-one support
Dissemination stage
Timely submission of evaluation reports to UNICEF global database (EISI) in coordination with ESARO evaluation office
Supporting implementation section in drafting of evaluation management response in close consultation with all key stakeholders
Support implementation teams in presenting and communicating recommendations and results internally (within UNICEF) and externally (to policy partners) through a variety of communication channels (policy briefs, evaluation briefs, blogs etc.). Contribute to organisational learning by documenting challenges and innovations of ongoing processes;
DELIVERABLES AND PAYMENTS.
Payments will be processed on a monthly basis (20 working days per months), based on the negotiated monthly fee and against a monthly report and invoice making a clear reference to the progress in achieving the following deliverables:
Deliverable 1:
Delivery timeframe:  November- December 2019
Deliverable products: Concept note and TOR developed for the recruitment of birth registration system (eCRVS) intervention in Nampula province (Child Protection); Review of technical proposals for shock sensitive child grant programme evaluation (post-Kenneth) and 10 years of UNICEF budget briefs evaluation (Social protection); support the planning of evaluation activities for 2020.
Deliverable 2:
Delivery timeframe:  January – February 2020
Deliverable products: Review technical proposals, selection and defining the work plan for eCRVS evaluation, country programme evaluation (managed by the ESARO office); plan and contribute to the stakeholder meetings and inception reports reviews on the Budget brief evaluations, shock sensitive child grant evaluations and other evaluations on demand. Coordinate the delivery of evaluation for development training – the capacity development for UNICEF and its staff.
Deliverable 3:
Delivery timeframe:  March – April 2020
Deliverable products: Oversight of implementation (data collection) of eCRVS evaluation, budget brief and shock responsive social protection evaluations, support the preparation of country programme evaluation. Contribute other evaluation activities on demand including documenting lessons learned from evaluation training.
Deliverable 4:
Delivery timeframe: May- June 2020
Deliverable products: Review and comment on draft reports of eCRV, budget briefs and shock responsive and other evaluations. Coordinate and support data collection activities on MOZ country programme evaluation, organize validation workshops and other evaluation related activities involving sections and all key programme stakeholders;
Deliverable 5:
Delivery timeframe: July -August 2020
Deliverable products: Provide final reviews and supervise validation activities on all ongoing evaluations. Work with sections on preparing evaluation management responses in consultations with all stakeholders. Plan and organize dissemination activities for all completed evaluations.
Deliverable 6:
Delivery timeframe: September -October 2020
Deliverable products: Dissemination of evaluation products through internal and external network (producing policy briefs and ‘lessons learned’ activities), production of TORs and review of technical proposals for new evaluation activities, organizing a validation workshop for UNICEF country programme evaluation.
To qualify as an advocate for every child you will have…
Academic qualifications:
At least a master’s degree in economics, Public Policy, Evaluation or other related social science disciplines. PhD would be an asset.
Work experience:
At least 5 years of relevant work experience in designing and managing evaluations in development or public sector
Proven record in using quantitative/qualitative and mixed methods research methodologies for evaluations
Experience of working low-income, South-East Africa context is highly desirable
Technical skills and knowledge
Skills in data analysis (quantitative, qualitative or both)
Knowledge of various evaluation approaches and current innovations in evaluation field
Language and other skills:
Excellent communication and organizational skills with ability to work under limited supervision
Proficient writing skills (English). Working knowledge of Portuguese is strongly desired.
