Purpose of the post
The Specialist works to strengthen national systems for evidence-based planning, management and delivery of education services and contributes to achievement of results according to plans, allocation of funding, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework. The Specialist provides technical support in the establishment of education monitoring and evaluation tools, in collaboration with education stakeholders, to collectively track progress on the Education Sector Plan and progress towards the SDGs and other international commitments for children. The Specialist supports the development of national capacities for education systems strengthening, including quality, research, monitoring, evaluation with special attention to the interest, concern and participation of government and key education stakeholders including civil society stakeholders.
The Specialist also ensures that the UNICEF Country Office has useful, valid and reliable information on the situation of education focusing on quality, access, and equity and the performance of UNICEF and government supported education programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.
Major responsibilities include:
Systems Strengthening towards improved Education Sector Performance – Strengthen national systems and capacity towards expected results established in the Education Sector Plan and Annual Work Plans.
Innovation, knowledge management and capacity building – ensure that the capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead in innovative education programming, knowledge management, data collection, use and management.
Integrated Monitoring, Evaluation & Research Plan – ensure that the Country Office and national partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Education Programme, including tracking and assessing UNICEF’s distinct contribution.
Education Monitoring and National Education Analysis and Assessment – ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
Coordination, Advocacy and Networking – ensure that the UNICEF education section is effectively linked to wider UNICEF education developments in a way that both contributes to and benefits from organizational learning on effective education systems.
Technical competencies must be demonstrated in the following areas:
a) Specific Technical Knowledge & Competencies Required (for the job)
Knowledge of Education programming and Education Programme Evaluation and Assessments.
Programme management in education, including programme design, costing, monitoring and evaluation and reporting.
Knowledge of education sector monitoring and evaluation.
Ability to support engagement with partners (e.g. Sector Wide Approaches, Global Partnership for Education, Education in Emergency Clusters, Education Provider Forums, Delivering as One, Inter-sectoral partnerships such as in ECD), as well as networking with other key partners.
Ability to support policy dialogue: translation of analytical findings and evidence into development programmes and policy discussions around equity and learning with partners, including government, development partners, CSOs and academia in relevant areas.
Education sector planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. ECD, Primary, Secondary, Tertiary, Inclusive Education), cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
Education and education policy sector analysis capacity, including understanding of the core education data sets, indicators, tools for analysis of equity, determinants of student access and learning, budget, cost and financing, education system management, political economy and application to education policy and strategic planning.
Knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming.
Good understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.
A thorough understanding of policies and strategies to address issues related to resilience: risk
analysis and risk management, education in conflict situations, natural disasters, and recovery.
 b) Common Technical Knowledge Required (for the job group)
Professional technical knowledge and expertise in general education programming
Technical expertise in demography, statistics, and data management.
Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods related to education programming.
Professional technical knowledge/expertise in systems strengthening and capacity building with national stakeholders
Expertise in Education Sector Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
Gender equality and diversity awareness
c) Technical Knowledge to be Acquired/Enhanced (for the Job)
Professional/technical knowledge/expertise in Team Management, Coaching & Training.
Mastery of UNICEF’s M&E policies and procedures related to education programming.
Latest programme monitoring and evaluation theory, methodology, technology and tools.
Understanding of UN Mission and system, current key UN topics; and International Code of Conduct.
Understanding of UNICEF Mission Statement and UNICEF Guiding Principles.
UNICEF strategic framework for partnerships and collaborative relationships.
To qualify as an advocate for every child you will have…
Advanced university degree in education, social sciences, statistics, economics, planning, development, or related fields.
Five years of relevant professional work experience in the education sector.
Professional work experience in education programming and development and implementation including monitoring and evaluation.
Developing country work experience.
Experience in Education in emergency programming, including disaster risk reduction and emergency preparedness planning.
Fluency in English is required.
