Methodolgoy:
The consultant will depend on both primary and secondary data sources.
Primary data: this assignment will depend primarily on mixed methods; quantitative and qualitative data collection methods; one-to-one interviews, consultation workshops, focus groups, and hearing sessions. In addition to other current resources and studies that currently are undertaking by UNICEF.
The main reason of depending on qualitative data collection methods is to gain deeper understating of the alternative care issue, collectively, and other related issues whether directly or indirectly and further pave the way for strategically collaborative actions.
Secondary data: the consultant will review international related guidelines, national laws and policies, relevant reports and studies, and relevant practices of alternative care strategy development process, in addition to all available grey literature by national and international organizations.
He/She will be leading a series of:
Inception meetings: mainly used with key officials within MoSS and key national and international organizations to ensure their buy-in to the strategy formulation process which paves the way for the strategy implementation.
Stakeholder consultations and expert interviews: The process will be highly guided by the secondary data collection methods and primary one especially interviews.  It will be thematic based; legal, procedural, technical and other themes will be determined based on the secondary data collection methods and initial kick off meetings. Interviews will be conducted with lead focal points, number of experts, governmental officials to gain more understating on the insights and views on the needed additions, modifications for the sector.
Validation consultations: used as step between data collection/ strategy formulation phase and the writing up phase to share initial directions and outcomes.
Action Planning workshop: focus on translating the strategic document into an action plan with clearly identified action items, timeframe and assigned roles for different stakeholders.
ACTIVITIES, DELIVERABLES AND TIMELINES
The consultant is to carry out the below tasks in coordination with UNICEF:
Inception Phase:
Design framework and tools for Strategy development process.
Carry out literature review: all relevant documents and reports including international frameworks, international and regional practices on alternative care strategies, national reports, studies, laws, and any other relevant documents.
Develop a technical review of current alternative care legal framework and system analysis.
Carry out inception meetings with key stakeholders in MoSS to agree on strategy development road map and task force.
Strategy Development Process:
Carry out national consultations with MoSS, other government and non-governmental, families, youth used/ or in one of the formal care options.
Develop First draft of national strategy for alternative care focused on a de-institutionalization framework.
Develop knowledge dissemination materials (Policy/advocacy brief on national strategy) to support advocacy process.
Carry out multi-stakeholder consultations on draft strategy to incorporate feedback on final draft.
Action plan development process:
Develop first draft of action plan for national strategy in collaboration with MoSS and other governmental counterparts, NGOs etc.
Carry out validation workshops to finalize action plan and ensure endorsement by MoSS and key stakeholders.

QUALIFICATIONS, SPECIALIZED EXPERIENCE:
Advanced degree in social work or any relevant degree in social sciences.
Minimum of 10 years of experience in the field of child protection planning and programming.
Extensive experience in relevant professional experience in alternative child care and quality assurance.
Demonstrated Experience in leading and facilitation of policy dialogues with governmental entities.
Demonstrated experience in developing national policies, strategy documents.
In depth familiarity with the Egyptian governmental system including alternative child care system.
Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system
Condition of Work:
This is a field-based consultancy assignment located in Cairo.  Travels to specific governorates, Logistics, transport, insurance, security and other related issues will not be covered by UNICEF.
