OVERVIEW OF THE FUNCTIONS OF THE POST
Background :As part of its programs for Technical and Vocational Education and Training (TVET), UNESCO is advocating for increased support for TVET in Member States, particularly those in Africa. Since 2011, UNESCO, with the support of the Republic of Korea, has been implementing the Better Education for Africa’s Rise (BEAR) project. The project has been implemented over five years (2011 – 2016) with financial support by the Government of the Republic of Korea (RoK). The project has supported five SADC countries (Botswana, DR Congo, Malawi, Namibia and Zambia) to improve their TVET systems.
Joint efforts between UNESCO and the Government of the RoK are now expanded through the implementation of BEAR II project to support five new beneficiary countries in eastern Africa: Ethiopia, Kenya, Madagascar, Tanzania and Uganda. The project supports these countries in their efforts to reform and develop their TVET systems, while benefitting from the knowledge and experience gained from BEAR I. Expanding the project to the Eastern Africa region is also contributing to addressing major challenges including:
Relevance of TVET programs to industry and the labour market;Quality of TVET;Perception of TVET; Duties and requirements:Under the overall authority of the Assistant Director-General for Education, overall guidance of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS), the immediate supervision of the Chief of Section for Youth, Literacy and Skills Development (ED/PLS/YLS), the incumbent under supervision will act as the focal point for the overall coordination and technical backstopping of BEAR II project at Headquarters. Specifically, s/he will undertake the following tasks and responsibilities:
1.Coordination and monitoring of BEAR IISupport the Section in coordinating the implementation of the BEAR II project in cooperation with Regional and Field Offices which make five (5) member states and implementing partners;
Based on the programme framework, collaborate closely with Project-coordinators in beneficiary countries in preparing and updating country programmes documents and work plans for all five participating countries;Ensure that Field Offices revise/update their respective work plans on a regular basis, in line with the overall Programme results framework, priorities and strategic approaches;Provide necessary technical backstopping support to BEAR II related activities and programmes in close collaboration with concerned UNESCO Field Offices;Participate in monitoring BEAR II project implementation and contribute to reporting activities;Conduct reviews and analysis of lessons learned and achievements of BEAR II project activities implementation;Conduct missions to BEAR II beneficiary countries and participate in international conferences and workshops as required.
2. Communication, analysis and reportingPrepare or contribute to briefings, reports, articles ans presentations regarding BEAR II;
Support communication in collaboration with communication associates and outreach for BEAR II and prepare a wide variety of communication materials (memos, letters, speeches, website texts, leaflets, etc.);Draft documents related to BEAR II project progress and implementation;Prepare consolidated reports on BEAR II against results matrix for management and donor;Provide technical support to the organization of national, sub-regional and regional events (seminars and workshops) as necessary.

Education:Advanced university degree (Master or equivalent) in Education (curriculum development), social sciences, economics, development studies or related area.
Work experience:Minimun two (2) years of relevant professional experience in the field of TVET (of which preferably 1 year at international level) in coordinating TVET programme cycle, including planning, implementation, management, monitoring and evaluation;
Experience in TVET areas including curricula design and implementation, teacher training and development of public-private partnerships;Experience of capacity development in education and training;Previous experience with UN agencies and understanding of the UN System.
Skills and competencies:Good knowledge of the changing labour market and the world of work in particular in Africa;
Strong analytical skills;Strong oraganization and coordiantion skills;Strong interpersonal skills, with proven ability to maintain effective working relations within a multicultural environment;Ability to work effectively under pressure, to manage heavy workload and to meet tight deadiles;Good IT skills (Excel, Word, PowerPoint, Internet and Outlook).
Languages:Excellent knowledge (written and spoken) of English and good knowledge of French.
Work experience:Experience working in support to Africa.
