OVERVIEW OF THE FUNCTIONS OF THE POST
The mission of the Living Heritage Entity within the Culture Sector of UNESCO is to ensure the effective implementation of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage. Under the overall authority of the Assistant Director-General for Culture, the general supervision and guidance of the Chief of the Living Heritage Entity and the direct supervision of the Head of the Programme Management Unit of the Living Heritage Entity, the incumbent will be a key member of the Secretariat of the 2003 Convention contributing to the development, management and evaluation of activities and projects related to intangible cultural heritage and to the implementation of the 2003 Convention. In particular, s/he shall:
As a regional officer within the Entity for a set of countries in a region, maintain frequent contact with Field Offices, Permanent Delegations, national counterparts, colleagues within the Entity and others aimed at promoting effective communication among them in order to successfully implement projects and activities in the field of intangible cultural heritage; gather and maintain accurate and up-to-date information concerning activities related to safeguarding of living heritage in those countries; assist in preparing briefings, contributions, reports, recommendations concerning the countries of the region, responding to deadlines and requests in a timely manner; and facilitate the work of colleagues by providing and sharing country information relevant to their duties.
Assist in supporting the governance of the 2003 Convention, notably by assisting in the preparation of working and information documents for the Intergovernmental Committee and General Assembly of the 2003 Convention; preparing correspondence with Member States, NGOs, experts and centres of expertise, and others regarding the implementation of the Convention; and by providing support to the statutory meetings of the Intergovernmental Committee, General Assembly, subsidiary bodies, experts as well as to the preparation of other events and publications in the field of intangible cultural heritage as required.
Take part in providing technical and analytical support to the international cooperation mechanisms established under the 2003 Convention, notably by processing nominations to the Convention’s Lists, requests for International Assistance, proposals of programmes, projects and activities, requests of NGOs for accreditation, evaluation reports from Consultative and/or Subsidiary Body members, assessing their completeness and conformity with the Operational Directives, relevant formats, and relevant procedures and guidelines.
Contribute to the formulation of project documents and to the coordination of periodic reporting to the donors for programmes and projects funded by voluntary contributions in line with the priorities of the Entity and of the Culture Sector.

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Master’s or equivalent) in the field of culture or a related discipline.
Work Experience
A minimum of two years of relevant professional experience in the field of culture or related area.
Experience in implementing and monitoring programmes and/or projects related to culture or similar area.
Skills and competencies
Knowledge of UNESCO’s work in the field of culture.
Familiarity with UNESCO’s standard-setting instruments and programmes in the field of culture.
Good interpersonal skills with capacity to maintain effective working relations with national authorities, cultural institutions and relevant intergovernmental and non-governmental organizations.
Good analytical, problem-solving, and project management skills.
Ability to work effectively under pressure and to meet tight deadlines.
Very good IT skills, including knowledge of standard office software.
Languages
Excellent knowledge of English or French (both written and oral) and very good knowledge of the other language.
DESIRABLE QUALIFICATIONS
Work Experience
Professional experience in the United Nations System.
Relevant experience acquired at the international level.
Skills and Competencies
Knowledge of the 2003 Convention for the Safeguarding and Intangible Cultural Heritage
Familiarity with UNESCO’s standard-setting instruments and programmes in the field of culture.
Knowledge and understanding of the UN instruments and texts in the field of culture.
Familiarity with the work and general functioning of international organizations.
Languages
Knowledge of another official language of UNESCO (Arabic, Chinese, Russian or Spanish)
