Child Protection & Education in Emergencies Coordinator

Location: Maiduguri – Nigeria

Tdh :

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has established a Country Office in Nigeria since the last quarter of- 2017 to try to complete the covering a part of the needs of crisis affected people. For the moment, the organization is operating only in Borno State, essentially in the Eastern Part of the State, the Eastern Crescent -> from the North-East (Cross Kuawa, Kukawa, Monguno) to (Konduga, Gwoza, Banki). Some of the operations are implemented with the collaboration of a local partner (CHAD). Tdh is targeting people affected by the crisis by addressing some humanitarian gaps related to the access to some primary needs (Water Supply, Non-Food Items distributions, Hygiene Promotion) or social basic services (as Child Protection, Educational Support, Primary Health Care…).

The Country Delegation is composed of 2 offices. A field office located in Maiduguri, which for the moment is hosting the field teams (WASH, CPiE, Logistics, Finance) and most of the country management team members (Country Representative, Head of Programs, Finance Coordinator, Logistics Coordinator, Health & Nutrition Coordinator, HR Coordinator, CPiE/EiE Coordinator, Access & Security Coordinator). A liaison office located in Abuja, which is hosting for the moment the Head of Quality Monitoring.

 

 

Context :

The Child Protection and Education in Emergencies Coordinator will be responsible for providing strategic direction and vision to the Tdh’s Child Protection and Education programming in Nigeria and will be responsible for the overall quality implementation.

You will oversee the Child Protection and Education in Emergencies project Managers (2) and provide guidance to the child protection and education staff to ensure that stated goals and objectives are met, that the projects are appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner.

You will and ensure that child protection principles, CPMS and Tdh’s child protection in humanitarian crises policy are being incorporated into the emergency programs.

You will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh’s Child Safeguarding Policy.

Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Tdh intervenes without any affiliation for politics, religion or financial profit. You will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

You commit to observe discretion on any information related to the organisation functioning and beneficiary related issues.

 

 

Responsibilities :

 

Program Planning, implementation and development

  • Provide technical and management leadership to the Child Protection and Education Department in accordance with best practice and Tdh’s policies.
  • Ensure that all planned child protection and education activities are implemented on time, within the budget, according to quality standards and as per the monthly plan.
  • With support from the CP/EiE project managers, follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement.
  • Identifying needs and gaps in programming and proactively suggest new activities to enhance the protection activities
  • Contribute to the development of country sector strategic direction and plans.
  • Lead the development of new proposals in collaboration with the Project Managers, the Head of Programs and the Technical Specialists for CPiE and EiE at HQ.

 

Monitoring and Reporting

  • Supervise (in collaboration with the CPiE and EiE Specialists) required evaluations of new situations or of the existing programs to guarantee high quality interventions
  • Supervise the CP/EiE teams and Project managers to conduct regular monitoring and evaluation activities, and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the CP approach
  • Work closely with M&E officer to ensure data are collected to better report on activities and to ensure quality services for beneficiaries
  • Draft monthly reports in addition to other reporting tasks as per donors and partners requirements.

 

Capacity building

  • Identify training needs and develop a capacity building strategy.
  • Based on the defined strategy, deliver initial and refresher training on CPiE, PSS, Case Management, and EiE;
  • Ensure continued coaching and mentoring to the Project Managers and other actors based on the project’s needs.

 

Coordination

  • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the CP/EiE projects.
  • Attend clusters and working groups, sub-clusters and task forces.
  • Liaise with the local authorities to guarantee the acceptation of Tdh’s intervention and as much as possible the reinforcement of the existing CP system.

 

Human resources management

  • To carry out necessary recruitment when needed, in respect to the local regulations, in collaboration with the Project Managers and in coordination with Human Resources
  • To provide Project Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback.

 

Safeguarding

  • Act as main Safeguarding Focal Point for the mission (both for CSG and PSEA)
  • Ensure implementation of the Safeguarding action plan in coordination with other department and the RISKS department at HQ
  • Ensure all Tdh staff are trained on Tdh Safeguarding policies and procedures and that both staff and beneficiaries are aware of the whistleblowing policy
  • Follow up on any reported cases in collaboration with the RISKS department at HQ.

 

Security

  • Comply with Tdh Security Regulations.
  • Reports any security/safety incident and/or risk to the Emergency Coordinator.

 

Others

  • Undertake all other duties that may be determined by the Country representative and that are compatible with the job.
  • Maintain and ensure a culture of strict confidentiality – inter Tdh staff and between Tdh staff and non Tdh employees.

 

Profile :

  • Master’s degree in social sciences, psychology, education and/or any other relevant field and five-year relevant work experience in the non-profit sector.
  • Proven technical knowledge and skills in the field of Child Protection and/or Education, with a specific focus on Child Protection and Education in Emergencies.
  • Prior experience working in emergency settings or insecure environments.
  • Strong written and oral communication skills, effective in representation and liaison with external parties
  • Proven ability to work as part of a team.
  • Demonstrated experience in capacity building and mentoring of national and international staff
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

 

Salary :

Expatriate contract under Swiss regulations 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

  • Commits to respecting Risk Management Policies including: Safeguarding Policies (Child Safeguarding Policy, Policy on the Protection against Sexual Exploitation and the Directive on Staff Misconduct at the Workplace), Safety and Security Policy and Anti-Fraud/Corruption and Prevention of the Financing of Criminal Activities Policies
  • Commits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we intervene in.
