This position is located in the Programme Office in Burkina Faso (POBKF) with duty station in Ouagadougou, Regional Office for West and Central Africa (ROSEN), Dakar, Senegal of the United Nations office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the UNODC Regional Representative, Regional Office for Central and Western Africa (ROSEN), in Dakar, Senegal, and the additional guidance of the Chief of the Regional Section for Africa and Middle East (RSAME) at UNODC headquarters in Vienna.

Responsabilités
Within assigned authority, the Crime Prevention and Criminal Justice Officer will act as the coordinator of the UNODC Programme Office in Burkina Faso and will be responsible for the following specific duties:
• Provide substantive support in representing UNODC’s position and interests in Burkina Faso and promote solid partnerships with Government’s institutions, civil society, the international and regional organization based in the country.
• In coordination with the Regional Office for West and Central Africa (ROSEN) and within the framework of the Regional Programme for West Africa, the Sahel Programme, the United Nations Integrated Strategy for the Sahel, and country programmatic development documents, define programme objectives and participate in the development, funding, and implementation of UNODC technical assistance and provision of policy advice in Burkina Faso.
• Provide support in representing UNODC within the UN Country Team and other relevant fora in Burkina Faso and build effective partnerships with UN entities, including joint programmes, ensuring that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country.
• Assist in building effective relationship with the Resident Coordinator in Burkina Faso and other senior UN managers in the country.
• Ensure effective monitoring and collection of data on programme implementation, and contribute to national, regional and global efforts to show UNODC’s contribution to wider UN efforts and the Sustainable Development Goals.
• Act as focal point and monitor drug control, criminal justice, anti-corruption and terrorism prevention related information in the country and contribute, when needed, to internal and external reports and briefings on trends and developments.
• Identify areas for programme growth in Burkina Faso and develop and implement initiatives to broaden UNODC’s strategic engagement in the country.
• Contribute to developing and implementing a resource mobilization strategy and build partnerships aimed at broadening the donor base, and promoting long-term involvement and financial, in-kind support and resources by national, regional and international public and private sector donors to support UNODC’s work in Burkina Faso.
• Promote a better understanding of the importance of drug control and crime prevention related matters, encourage increased priority attention to all aspects of drug control and crime prevention, and advocate the inclusion of these issues in government planning documents as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations.
• Contribute to UNODC advocacy and awareness raising efforts in Burkina Faso and contribute to such efforts at the regional and global level.
• In accordance with established policies and delegated authority provide support to managing the financial and human resources assigned to the Programme Office, ensuring appropriate coverage, guidance and supervision of staff and efficient and effective use of such resources.
• Participate in ensuring timely implementation and monitor the activities of the project related to the Implementation of the United Nations Integrated Strategy for the Sahel (UNISS) of UNODC engagement in Burkina Faso.
• Ensure that gender considerations are integrated in all UNODC strategies, programmes and activities in the country. Promote gender equality and geographic diversity within the team, and ensure a healthy and safe working environment.
• Provide support to planning, programme management and coordination associated with the implementation of any programme component as per the UNODC Regional Programme for West Africa, UNODC Sahel Programme and other UNODC global initiative, including monitoring of the daily activities associated with the implementation of component activities in accordance with UNODC project management policies and guidelines.
• Prepare terms of reference for project/programme staff and consultants; recruit, train and coordinate the work of local support staff; identify consultancy needs, develop terms of reference for the proposed consultancies and participate in the identification, selection and recruitment process.
• Provide support to the implementation of corporate measures taken as a means to adapt to various streams of UN reform, taking into account local and regional adaption measures by other UN system entities.
• Contribute to substantive and operational coordination and coherence with UNODC operations in the West Africa region and support the Regional Representative in promoting and contributing to regional UN partnerships and initiatives.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties as required.
Compétences

Has knowledge of policies and concepts of UN reform and their impact on field-based programme implementation. Formation
An advanced university degree (Master’s degree or equivalent) in political science, social science, economics, international relations, law or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Expérience professionnelle
A minimum of five years of progressively responsible professional work experience in areas related to crime prevention and criminal justice is required.
Work experience in supporting law enforcement and criminal justice systems is required.
National and/or international work experience in the field of programme management and coordination is required.
Work experience in the region of West Africa is desirable.
Work experience within the United Nations system or similar international organizations is desirable.
Work experience in data analytics or related area is desirable.
Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in French and English is required. Knowledge of West African languages is an advantage. Knowledge of another United Nations official language is an advantage.

Notice spéciale
This temporary position is available for six months. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member from the United Nations Secretariat, the selection may be administered as a temporary assignment.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
