Job Description

Overview of the project.

SNV is partnering with Mastercard Foundation to implement the Realizing Aspiration of Youth in Ethiopia through Employment- (RAYEE) project in Tigray, Amhara, Oromia, SNNP Regions and Dire Dawa City Administration (2019 to 2024). The overall objective of this project is to secure dignified and fulfilling employment and income for 240,000 youth (70% women) with a focus in Agribusiness sector. The project aims to achieve its objective through promotion of micro and small enterprises for self -employment and securing wage employment for unemployed and underemployed youth through efficient market driven skills development, job matching and improved performance of enterprises. Furthermore, to improve longer-term scaled up young women and men’s access to employment the project together with stakeholders will influence existing youth employment ecosystem.

Summary of the position

Senior Workforce Development Inclusive Business Advisor (SWDIBA leads the planning and implementation of the youth skills development, job matching and placement for wage employment in large and medium enterprises. The position will facilitate development of appropriate training packages based on the market demand to increase employability of youth, develop strong partnership between training institutes and private sector and develop inclusive business models to expand youth employment. S/he will be responsible in designing quality capacity building schemes for young women and men who will be engaged in wage employment.  S/he will identify digital solutions and services to facilitate efficient job matching.   S/he will ensure that the project interventions are performed as planned to bring the desired impact through monitoring, evaluation, research and documenting lessons learnt.

Key Responsibilities:

Conduct labour market assessment to identify the market demand and skill gaps.

Support skills enhancement of young women and men based on the market demand by : Coordinating the design/adaptation and implementation of short and long-term training ( including soft skills, business skills and technical skills) . Strengthening partners (training institutions  as well as private business) capacity to implement long- and short-term trainings and incubator and employment related services.  Foster the networks between relevant stakeholders in the operational areas , especially private companies and training institutions

Identify and strengthen potential private sector to improve their performance to create more employment opportunity for youth.

Provide technical assistance  and monitor quality of intervention at all levels.

Develop and facilitate capacity building intervention for the youth, project field staff, government and other stakeholders based on the need.

Supervise  and coach field level staff.

Document and share lessons to staff, donors and other stakeholders in collaboration with MEAL advisor.

Qualifications

Required Experience and Qualifications:

A Master’s degree in Education, Business Administration, Economics, and other related fields.

At least 8 years direct experience in workforce development, inclusive business, private sector engagement and skills development.

Experience in youth employment and livelihoods.

Experience in agri business sector.

Experience in public and private sector development.

Experience in market system development approach is preferable.

Experience in gender programming.

Ability to communicate effectively in oral and in writing, work independently and as part of the team, and work effectively with co-workers, partner agencies and the private sector.

Computer proficiency is required.

Ability to travel frequently to the project operational areas.

Terms of Appointment

This is a full-time position with the successful candidate being contracted on a 3 years contract with the possibility of renewal.
