Job Description
Overview of the project.
SNV is partnering with Mastercard Foundation to implement the Realizing Aspiration of Youth in Ethiopia through Employment- (RAYEE) project in Tigray, Amhara, Oromia, SNNP Regions and Dire Dawa City Administration (2019 to 2024). The overall objective of this project is to secure dignified and fulfilling employment and income for 240,000 youth (70% women) with a focus in Agribusiness sector. The project aims to achieve its objective through promotion of micro and small enterprises for self -employment and securing wage employment for unemployed and underemployed youth through efficient market driven skills development, job matching and improved performance of enterprises. Furthermore, to improve longer-term scaled up young women and men’s access to employment the project together with stakeholders will influence existing youth employment ecosystem.
Summary of the position
The Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor will responsible for providing technical leadership to the RAYEE project on all MEAL related issues. S/he has primary responsibility for establishing and managing the monitoring and evaluation system responsive to Master Card Foundation (MCF) reporting and learning requirements, including SNV reporting expectations. The MEAL Advisor will lead the development, implementation, refinement and harmonization of RAYEE MEAL system, including developing and operationalizing indicators, setting targets, monitoring RAYEEs implementation progress, and ensuring timely data collection and reporting. S/he will ensure learning is institutionalized for program improvements. The position holder will ensure that all project activities are supported to ensure quality, effectiveness and appropriateness. It will be important for the position holder to capture lessons learned and communicate this information in various capacities to improve on-going and future programming.
Key Responsibilities:
1. Management and Leadership
Provide overall supervision and leadership on the MEAL functions and strategy delivery at project level.
Oversee the MEAL budget and ensure effective and timely utilization for the appropriate MEAL activities.
Produce reports on M&E findings and prepare presentations based on M&E data as required.
Check that MEAL evidence are discussed in appropriate forum timely for future action. If necessary, create such discussions to fill any gap. Ensure MEAL evidences are used for management decision making continuous performance improvement
2. MEAL System Development
Develop dynamic MEAL system for the project in collaboration with project team.
Ensure that project staff understand the steps and tools of the MEAL system and its consistent use.
 Ensure the project is using Quality Standards as part of their day to day implementation and quality monitoring practices.
 Support on the design and roll-out of standardized monitoring tools and methodologies as required by the project team.
Ensure  functional  accountability  mechanisms  are  in  place.
Ensure that regular monitoring reports are received and communicated effectively to relevant bodies.
Ensure periodic  plans and reports  are  as  per  the  standard  quality,  template,  time  frame  and communicated accordingly.
Ensure targeted communities  know  their  rights  and  entitlements,  have  access  to  project information and participate in decisions that affect them.
Work closely with the project team to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability management and impact
3.Learning and Knowledge Management
Develop and lead the implementation of LKM framework in the project and ensure functional LKM system and capacity.
Support the project in the identification of learning objectives and evidence gaps. Implement a learning agenda across all the technical components of RAYEE.
In close collaboration with project team facilitate in generating, storing and sharing knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc).
Ensure  utilization  of  learning  and  knowledge  generated  in  decision  making  and  project improvement (maintain up to date action tracker and monitor the utilization and application)
4.Technical Support and Capacity Building
Undertake continuous staff capacity assessment and develop capacity building plans .
Provide training and capacity building for field-level staff as required.
Ensure relevant staff received proper orientations, inductions, training to help them deliver their MEAL responsibilities
5. Programme design, research, evaluations, assessments and other studies
Participate in programme designing process and ensure MEAL components are appropriately planned for and adequately budgeted in the programme design.
Ensure the project has SMART objectives & indicators, MEAL plan and are in consistency to each other.
Ensure evaluations are undertaken as per the organization threshold and maintain up-to-date evaluation trackers to monitor delivery and action planning.
 Lead/participate in the project baseline, evaluations, researches and assessment activities

Qualifications
Required Experience and Qualifications:
A Master’s degree in an area of statistics, economics, social science or equivalent.
At least eight years of relevant progressive experience, and five years NGO experience in a MEAL role in development contexts.
Direct experience of rolling out and managing MEAL systems and of working on all aspects of MEAL.
Demonstrated commitment to building staff capacity, skills in training and capacity building.
Experience of solving complex issues through analysis, definition of a clear way forward.
Experience in supporting the development of organizational strategies, policies and guidelines.
Considerable experience in planning, organizing and implementing work objectives.
Strong knowledge and experience in Project Cycle Management and Risk Management
KNOWLEDGE, SKILLS AND ABILITIES
Willingness to frequently travel to all project locations.
Highly developed interpersonal and communication skills including influencing, negotiation, coaching and conflict management.
Ability to present complex information in a succinct and compelling manner.
Good moderation, facilitation and training skills.
Good computer and software applications skills.
Highly developed cultural awareness and ability to work with people from diverse backgrounds and cultures.
Strong results orientation, with the ability to challenge existing mindsets.
Good skill in emotional intelligence and continuous self-learning.
Fluency in English, and knowledge of other national/local languages preferable.
 Familiarity with some of the substantive issues handled by the project such as youth employment, digital service , labor matching, labour law enforcement, social dialogue.
Demonstrated ability to liaise and negotiate with government and social partners.
Good knowledge and experience regarding gender.
Ability to work independently with a minimum of supervision.
Ability to work under time pressure and meet deadlines.

Terms of Appointment
This is a full-time position with the successful candidate being contracted on a 3 years contract with the possibility of renewal.
