SNV, Netherlands Development Organization, is a Dutch-based, non for profit foreign charity operating in Ethiopia since the 1970s. Currently, SNV is working in the eight+ regional states of Ethiopia which include– Addis Ababa, Afar, Somali, Gambella, Benishangul, SNNPR, Oromia, Amhara and Tigray regional states, providing technical assistance and program implementation in the major 3 sectors including Agriculture, WASH, and Energy. SNV is an open and learning organization that focuses on improving the lives of Ethiopian Need people through best practices in value chain, market, and youth and gender. Through its work in the three sectors, SNV in Ethiopia supports the development of a number of value chains and commodities to improve the Livelihoods. This takes a value chain and market development approach, with special focus on improving access to sustainable markets for smallholder farmers, youths, urban development and by developing business-to-business relations and improving business development services.
Overview of the project.
Horti-LIFE II is a 4 years project (2019-2023) funded by the Embassy of the Kingdom of the Netherlands (EKN), implemented by SNV-Ethiopia in cooperation with the Ministry of Agriculture and Natural Resources. The aim of the program is to increase export and the food and nutritional security levels by supporting smallholder farmers in the horticulture sector. The project has five components:
Enhancement of Productivity and crop diversity of semi-commercial farmers and Home Gardens.
Improvement to service provision and input supply for small farmers via grants to Service Providers, support for the seed multiplication system and enhancing loan availability for farmers from MFIs.
Facilitating Food Safety through support for IMP, establishment of Spray Service Providers, in cooperation with Crop Life and the Ministry of Agriculture.
Enhancement and facilitation of practical education and training in ATVET Colleges and Universities.
Raising Consumer awareness of the Nutritional value of Fruits and vegetables.
Summary of the position
The Woreda Cluster Coordinator responsible for the planning, implementation and achievement of the project goals in his/her cluster of the woreda’s. S/he supervises the work of the the woreda. S/he works under direct supervision of Cluster Coordinator, while closely working with the national team consisting of a international Team leader, Deputy Team leader, Senior horticultural Advisor, an supply chain Advisor, a crop protection expert, an Agricultural education liaison officer and a practical academic expert.
In consultation with the Regional Manager, s/he will prepare annual and quarterly cluster plans, oversee project coordination, monitor progress and prepares progress reports to regional BoA and BOFED and contributes to monthly, quarterly and annual plans & reports for the donor and SNV. S/he shall maintain effective working relationships with government partners (BOFED, BoA) and private actors (firms, coops, service providers, MFIs etc.). S/he participates in events related to Horticulture and contributes to knowledge development in Horti-LIFE.
Prepare and submit woreda activity and budget plans to the cluster coordinator or regional coordinator.
Analyse critical issues in the horticulture sector in the woreda and provide relevant information to adjust project targets, strategies and resources to ensure progress toward project objectives.
Prepare efficient implementation process for all planned activities in the woreda
Set up Farmers Field Schools (FFS) and Spray Service Providers (SSP) in selected kebele’s in cooperation with the staff of the Bureau of Agriculture at woreda and kebele level.
Ensure that 30% of the project beneficiaries are women who benefit equally from the project activities.
Support the FFS and SSP in organisational and technical matters. Link them to according to their needs to input suppliers, markets, MFIS, researchers, etc.
Organise the necessary training and workshops for the FFS, SSP and Development Agents.
Ensure a proper record keeping system of the demo-farmers in the FFS and the SSP.
Work with investors who have won a grant to support the integration of smallholder farmers in high value chains in the woreda (contract farming schemes or input supply systems).
Document all activities during the project (through reports, mail …)
3. Financial & Administrative Management
Provides input for preparing the annual regional budgets.
Provide liquidity requests to the regional financial officer as per agreed schedule and in collaboration with regional-financial officer.
Ensure efficient and appropriate utilization of planned budget in the woreda.
Assures the maintenance of all project assets in the woreda as per agreed procedure
4. Monitoring, Evaluation & Reporting
Ensure project implementation is in line with priorities of the regional GoE and project requirements.
Ensure periodic data collection for tracking project performance and decision making.
Write monthly, quarterly and annual progress reports
Support the project M&E specialist in project baseline survey, mid-term and final evaluation.
Regularly communicate with the cluster coordinator (or regional coordinator) and the national team members and other project stakeholders about project progress and challenges in the region
5. Networking, Learning & Representation
Establish and maintain strong working relations with woreda (and higher level) Agriculture, Irrigation, Cooperative Agency and visit regularly indicated representatives to anticipate eventually bottlenecks.
Establishes good working relationship with all horticulture related NGOs and projects, research institutions and projects, MFI/Banks and private service providers and private enterprises.
Liaises and communicates with partners at regional level and other development programs for sharing of lessons, ideas and creation of complementary.
Represent Horti-LIFE in the region at meetings and visits of CSA and other GoE authorities

A minimum of BSc degree (or equivalent) in a relevant field (horticulture, plant science, agricultural economics, agricultural extension, etc.)
Solid knowledge on horticultural production; especially on pest management
Sound knowledge of horticulture extension system, marketing of fruits and vegetables and market potential analysis.
Familiar with gender concepts and mainstreaming
A minimum of 6- 8 years of work experience in agricultural/horticultural extension service and value chain development.
Broad experience in capacity building, extension service.
Experience in working on gender issues is an advantage

This is a full-time position with the successful candidate being contracted on a 3 years contract with the possibility of renewal.
