The Southern African Development Community (SADC) is seeking grant applications for its INTRA-ACP GCCA+ Programme in Southern African Development Community Region to increase the capabilities of SADC Member States (MS) to mitigate and adapt to the effects of climate change, in support of the achievement of the Regional Indicative Strategic Development Plan (RISDP), Africa Agenda 2063 and Sustainable Development Goals (SDGs); and to have their voice better heard in the international climate change negotiations.

The Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme will be implemented within the framework of an existing Financing Agreement between the Secretariat of the ACP Group of States (“ACP Secretariat”) and the European Union (EU). The GCCA+ programme aims to build regional level capacity in order to assist Member States in developing their critical capacity with the overall objective of supporting the sustainable development of the ACP Regions and countries.

Objectives

The specific objectives of this call for proposals are:

Strengthen the capacity of SADC Member States (MS) to undertake regional and national adaptation and mitigation actions in response to the challenges caused by the effects of global climate change and climate variability;
Facilitate implementation of the provisions of the Paris Agreement on Climate Change in SADC MS;
Facilitate sharing of knowledge and experience with other ACP regional organisations, including South-South Cooperation;
Assist to design and implement pilot projects on adaptation in 4 Member States
Support Universities and Research Centres from the SADC Region in the development of innovative solutions to climate change challenges.
Funding Information

The overall indicative amount made available under this call for proposals is USD 2.000.000.00. The Contracting Authority reserves the right not to award all available funds.
Each pilot project/action will be between USD 200.000 and USD 500.000. This amount will depend on the nature and scale of the proposal.
Eligibility Criteria

Lead applicant:
In order to be eligible for a grant, the lead applicant must:
be a legal person;
be non-profit-making;
be established in a one or more than one SADC Member State and/or be established in a) an ACP State; b) a Member State of the European Union; c) beneficiaries of the Instrument for pre-accession assistance; d) a Member State of the European Economic Area; e) Overseas Countries and Territories; f) developing countries and territories, as included in the OECD-DAC list of ODA Recipients, which are not members of the G20 group, without prejudice to the status of the Republic of South Africa, as governed by Protocol 3 of the Partnership Agreement; and be a legal person with experience in undertaking research and innovation activities in the SADC region;
be directly responsible for the preparation and management of the action.
The lead applicant may act individually if established in one or more SADC Member States, or with co-applicant if not established in a SADC Member State, as follows:
Eligible applicants not established in one or more SADC Member States must act with at least one co-applicant established in a SADC Member State.
The co-applicant shall be responsible for the implementation of a minimum of 35% of the total eligible costs or a minimum of 20% of total eligible costs in the case of two or more co-applicants.
Co-applicant(s):
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant;
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself/herself;
If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the lead applicant).
Affiliated Entities:
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
