Plan International Benin (PIB) is internally and externally seeking a highly qualified “Program Influencing & Implementation Area Manager” (PIIAM) to be based at PIIA Adjohoun, (Ouémé) Benin.

Plan International Benin aims to achieve this goal by working in partnership with others and through high performing teams whose behaviours reflect the corporate values.The Program Influencing & Implementation Area Manager is responsible for leading, managing and developing a team of functional experts, including program, finance, people & culture, administration & logistics, ICT, security, internal control, legal and risk management, to support the delivery of quality and integrated programming in line with the organizational standards, frameworks and procedures.

The Program Influencing & Implementation Area Manager is managed directly by the Program and Influencing and will play at Program Influencing & Implementation Area (PIIA) level keys roles of business development owner.

 

  1. Dimensions of Role :
  • Promote child and youth safe practices, approaches, interventions and environments which respects, recognizes and responds to the specific safeguarding needs and addresses the protection risks of the differing gender and other identities
  • Overall management of all Program and sponsorship activities in the PIIA in accordance with Plan’s corporate policy, Domain Goals and Principles and standards for accountability, ensuring that such activities are of the highest quality, and of relevance to the local and national context;
  • Manages sponsorship activities so that all sponsorship communications are produced and dispatched in accordance with established schedules, procedures and quality standards and in accordance with the Sponsorship Book standards;
  • Works closely with the Country Director, the Resource Mobilization, Program and Support Staff in the grant proposal development process, grant start up processes and orientations, ensuring good monitoring and reporting for donor compliance, setting appropriate communication/coordination systems across PIIA, facilitation of processes for partnerships/sub-grants, contract negotiation with local partners , capacity building for staff and partners, supervise close out requirements and ensuring donor and legal compliance.
  • Supervise and monitor performances of PIIA Projects Coordinators and all the PIIA Staff.
  • Make a good coordination of relations with partners according to standards and PQP guidelines
  • Ensure good management of human and material resources of the Organization according Plan International’s Values
  1. Typical Responsibilities – Key End Results of Position :
  1. Program and sponsorship activities in the Program Influencing Implementation Area (PIIA)
  • Ensure full Child and young people safeguarding risk assessment of event is carried out using the recommended Plan International template
  • Support staff in program and project planning monitoring and evaluation
  • Design relevant Planning and evaluation tools/instruments in alignment with corporate guidelines and donors requirements keeping in mind key organizational values and principles such as gender, accountability, child protection, Child Participation and CCCD standards;
  • Implement systems to ensure the systematic reviews of projects and programs;
  • Support the design and regular monitoring of comprehensive performance frameworks for the PIIA programs and grants;
  • Analyze progress report and coordinate actions to catch up with any delay in implementation;
  • Elaborate and coordinate the annual work process for PO planning, implementation and evaluation;
  • Ensure that all corporate systems (SIP, CHildata..) supporting PQP are regularly updated and that any additional in-country systems are aligned with PQP requirements and are effectively used by staff;
  • Facilitate Systematic DIP process for all  project and Grant ;
  • Assist in formulation of specific grant Risk register for all large Grant and monitor effective implementation of risk mitigation plans ;
  1. Program Development & Resources Mobilization Responsibilities
  • Contribute to the development of grant proposals providing advice as necessary;
  • Development potential donors and partners mapping among the PIIA;
  • Develop Local fund raising strategy and contribute to the implementation of the national strategy.
  1. Grant Implementation Responsibilities / Grant Quality Assurance Responsibilities
  • Support and develop systems which maintains a PIIA environment which is safe for and prevents violence against children and young people
  • Organize and conduct grant and sub-grant start-up/close-out processes/workshops including training/orientation on budgets, project implementation/results based activities, monitoring and evaluation and other relevant requirements as Gender Equality and Inclusion.
  • Coordinate within the PIIA with Implementation Managers, to develop processes that enable PIIA monitoring of grant projects deliveries and budget results. This will assist CO CLT in tracking project results and compliance with donor & PLAN requirements.
  • Supervise maintenance of grants related information and track donor and other stakeholder reports requirements. This includes supervision of the processes to maintain updated PU grants files/information.
  • Ensure partnership agreements are effectively managed to a high quality standard
  • Support the Implementation Manager(s), ensure timely preparation of partner agreements.
  • Conduct monitoring and support visits to grant projects as needed to resolve grant management issues.
  • Provide pro-active diagnosis for potential problems/issues including non-compliance issues and raising to appropriate management level for resolution where required.

  • Responsible of good working and learning relationships with other Program staff, with the Government, particularly at Provincial and Municipal levels, with other relevant NGOs and International Organizations, in order to continuously improve the quality of programs and the image of the Organization.
  • Support all front line staff and develop capacity in program and project planning, monitoring and evaluation
  • Coordinate all grants Project and ensure integration with overall country program framework

Gained through education, training, & experience

ESSENTIAL

Knowledge

  • Relevant management qualification; Master Degree 
  • 5-8 years’ experience in Program management.

Skills & Behaviours

  • Building and managing teams, Coaching, Negotiation, Analysis, networking, Supervision Program management, Problem solving, Human Resource Management, Program/Project management, Leadership, Facilitation
  • Excellent oral and written communication.
  • Promotes high performance by supervised staffs in the PIIA;

Experience

  • Demonstrated record of excellence in program support
  • Minimum eight (08) to twelve (12) years as a development professional in planning, monitoring, evaluating programs and managing technical support
  • Five years’ experience in a related management position

Desirable

  • Monitors and motivates staff in the PIIA ;
  • Developing and writing grant proposals
  • Proven ability and willingness to learn another Plan language quickly

Typical office environment with 30% global travel towards PIIA and CO.
