Context:
The IOM Somalia Mission has finalized its Strategic Plan (2019 – 2021) with a focus on three main pillars:
1) Humanitarian Response;
2) Recovery and Durable Solutions; and
3) Migration Governance and Development. Humanitarian response programming includes Camp Coordination and Camp Management (CCCM), Migration Health, Shelter and Non-Food Items (NFI), Displacement Tracking Matrix (DTM), and Water and Sanitation and Hygiene (WASH). Recovery and Durable Solutions programming includes Stabilization and Transition Initiatives, as well as Disarmament, Demobilization and Reintegration (DDR). Migration Governance and Development includes Immigration and Border Management (IBM), Labour Migration and Human Development (LHD), Migrant Protection and Assistance (MPA).
Under the overall guidance of the Regional Director for East and Horn of Africa, the direct supervision of the Chief of Mission (CoM) in IOM Mogadishu, Somalia and in close coordination with relevant departments in Headquarters (HQs), the successful candidate will be responsible for overseeing programming for a wide range of programmes and projects being implemented in Somalia, as well as field offices. In addition, s/he will support the Programme Managers across a variety of migration thematic areas and represent the IOM Somalia mission in the absence of the Chief of Mission.
Core Functions / Responsibilities:
1. On behalf of the Chief of Mission in Somalia, engage with UN, donor and other partners in order to support the needs and objectives of the IOM Somalia mission; support the CoM to maintain working relationships with local and national government authorities and other institutions in Somalia.
2. Head the IOM Somalia support office in Nairobi to ensure the effective, efficient and context appropriateness of mission activities in Somalia, including through the Programme Support Unit and other relevant programmatic and support functions in Nairobi.
3. Represent IOM at UN fora, and related sub-working groups, to ensure to the extent possible, alignment between the work of IOM Somalia, national development priorities contained within the National Development Plan (NDP) and joint UN strategies for Somalia.
4. Oversee the formulation of country strategies, policies and approaches across IOM’s operational portfolio, and identify and develop new programmes to address emerging needs, in close coordination with the Programme Support Unit.
5. In close coordination with the Resource Management Unit (RMU), Programme Support Unit and respective Programme Managers, ensure compliance of all projects with IOM and donor regulations, policies and obligations as indicated in the funding agreements, project documents, work plans and budgets.
6. Operationalize the development and supervise IOM Mission Strategy and Operational Plans, in close coordination with the Programme Support Unit; expand and strengthen monitoring and evaluation within the Mission; including technical, budgetary, administrative, and security issues.
7. Chair the Senior Management Team and Senior Operational Team meetings in the absence of the Chief of Mission.
8. Supervise, in conformity with IOM standards, the planning and implementation of initiatives aimed at promoting IOM and donor visibility, in close coordination with Programme Support Unit.
9. Contribute to building the capacities of IOM staff in the thematic areas through on-the-job mentoring and training opportunities.
10. Supervise and promote fluid information-sharing and coordination among programmatic, resource management and programme support teams.
11. Formally deputize for the CoM on an ongoing basis and exercising mission, staff and financial management responsibility in Somalia or Nairobi, including facilitating Senior Management Team (SMT) and Senior Operational Team (SOT) meetings as required.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with ten years of relevant professional experience; or
• Bachelor’s degree in the above fields with twelve years of relevant professional experience.
Experience
• Experience at international level on managing programmes covering emergency, stabilization, and development programmes; • Proven experience managing a large office and supervising diverse teams;
• Extensive experience in public relations, as well as in liaising with governmental and diplomatic authorities and institutional institutions;
• Strong donor liaison and fundraising skills;
• Sound knowledge of programme development, management, and capacity-building methodologies;
• Effective resource management skills.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali, Arabic, French and/or Spanish is an advantage.
