ITS Vice Presidency Context:
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.
Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
Unit Context:
ITSGC, as a department within the WBG Integrated Services vice presidency, provides global communications and client services, products, and support for all member organizations across the World Bank Group. Services provided by ITSGC include global network, unified communications (Telephony and Videoconferencing), end-user device and mobility service provisioning, IT support (Helpdesk, front-line IT support, and IT training), as well as coordination and implementation of all infrastructure projects facing WBG country offices.
ITSGC Department Functions/Services are as follows:
1. Global Network (LAN, WAN, and Wi-Fi) design, engineering, and support.
2. Global Unified Communications (Telephony and Videoconferencing)
3. Provisioning and support for all end-user devices and mobility services (PCs, Tablets, Smart Phones, and other network-accessible devices)
4. Front-line IT support services including Helpdesk, all levels of client-facing support as well as End-user IT Training
5. Single point of contact for coordination and implementation of all IT infrastructure projects and initiatives deploying to the WBG country offices around the world.
The purpose of the Network Infrastructure unit (ITSNI) within ITSGC is to provide end-to-end management and/or coordination of all country offices’ IT infrastructure projects for the World Bank Group, manage the global network, links contracts and telecommunications vendors, and provide IT Infrastructure logistics services for ITSGC and all relevant departments in ITS. ITSNI is the single point of contact for coordinating all country office IT network and infrastructure projects and initiatives, providing support to other ITS service units.
ITSNI is seeking an Infrastructure Project Manager (PM) for the Infrastructure Delivery team. The PM will provide regional and technical expertise with IT infrastructure management for the Africa (AFR) Region. This position will be based in Abidjan, Côte d’Ivoire, West Africa, to complement existing teams and be assigned to work primarily with AFR Country Offices.
The incumbent will report to a Regional Infrastructure Delivery Lead for AFR Regions.
Roles & Responsibility:
HQ and CO IT Facility Project Delivery and Operations
•Perform project planning within WBG ITS, Regional CO ITs, CO ITs, and GCS Facility and Asset Management.
•Gather project scope and requirements.  Understand technologies used in order to be effective in coordinating with GCS and IT teams across multiple units.  Technologies include WAN acceleration, local internet breakout, network protocols, telecommunications, audio/video technology, data/voice cabling, and HVAC technology, electrical power distributions, etc.
•Develop detailed project plans and schedules for each assigned project.  Typical project activities may include requirement gathering, design and specifications for CO computing facility, budgeting, procurement, delivery, staging, shipping, deploying, and testing of various technologies and related equipment.
•Work closely with GCS Facility Team and various IT teams to monitor project milestones and critical paths to identify potential jeopardy in the project schedule. Identify ways to resolve schedule issues.
•Produce project status reports for colleagues and clients.
•Design, monitor, operate and maintain CO IT computing facilities, including network control rooms (NCR), UPS, cooling, racks, NCR cabling, office cabling, KVM, access controls, videoconferencing/audio-visual rooms, and other related IT infrastructure/facilities.
•Lead and coordinate staging of IT equipment/hardware in COs and their shipment to designated COs.
•Travel to offices for installation and testing of hardware, including routers, switches, VoIP equipment, servers, security appliances, wireless equipment, legacy PABX, etc.
•Assess local CO IT facility before implementation or changes and projects. This involves performing the necessary tests for electrical grounding, power supply distribution, and electrical protections in general.
•Assist CO IT staff, providing technical information/specifications on facility infrastructure (electricity transformer, generator, voltage stabilizer, UPS, etc.)
•Follow-up on pending operational issues: review open trouble tickets, project implementation in coordination with institutional teams and coordinate any field activities.
•Record/update all activities using the official project management tools, incident (trouble-ticket) management system, inventory management systems, etc.
•Support ITS Business Continuity Unit (ITSBC) with developing IT Disaster Recovery (ITDR) plans for COs. Coordinate tests with ITSBC teams. In case of disasters, lead the execution of ITDR procedures.
•Support tasks for ISO and other audit compliance involving CO IT infrastructure.
HQ and CO Telecommunication Link Management
•Coordinate HQ and CO link installation and testing with HQ & CO IT staff, vendors, and other WBG ITS teams.
•Facilitate with internal teams and service providers to troubleshoot terrestrial and Satellite link issues when necessary.
Selection Criteria
•Master’s degree in Computer Science, Information Systems with 5 years relevant experience OR equivalent combination of education and experience.
Experience
The qualified candidate will have:
•Minimum 5 years of executing global IT Infrastructure and facility projects utilizing multiple technologies and frameworks.
•Minimum 5 years of project management experience in planning, executing, and monitoring in a multicultural environment.
•Strong ability to facilitate technical telecommunication design discussions.
•Experience researching, investigating, evaluating, and qualifying new vendor solutions.
•Complete understanding of all telecommunication network system functionality, efficiencies, and interfaces.
•Strong knowledge of various telecommunication concepts, practices, and procedures.
•Strong knowledge of networking principles, including an understanding of TCP/IP, IP Sub-netting, VLANs, Ethernet, DHCP, DNS, and QoS.
•Strong knowledge of VoIP Telephony, voice carrier networks, and TDM.
•Strong understanding of WAN and MAN technologies, including dark fiber, MPLS, Metro-E, and knowledge of SIP and H.323 protocols.
•Working experience with building architects and contractors in a global setting.
•Experience with managing network infrastructure deployment around the globe.
•Experience with Cisco CM/CME IPT technologies and platforms desired.
•Experience deploying and troubleshooting satellite communications systems, MPLS links, VPNs and ISP-provided links, and leased line circuits.
•Experience with international commercial electrical power distribution standards.
•Experience with campus and data center networking.
•Experience with data communications link testing tools and techniques.
•Knowledge of a broad array of IT Infrastructure components and terminology, including hardware, Operating Systems, networks, telecommunications, and databases.
•Knowledge of Network Computing Facility Room design, data/voice cabling, audio/video, and HVAC technology.
•Strong ability to assess requirements and initiate and complete tasks or projects with little or no guidance.
•Excellent oral and written communication skills in English.
•Experience with technical reporting and management tools such as Remedy, Clarity, and ServiceNow.
•Ability to analyze information and draw accurate conclusions.
