THE ROLE AND ORGANIZATIONAL CONTEXT
In Burkina Faso, the World Food Programme (WFP) is assisting the government to implement a school feeding programme consisting of regular school feeding, emergency school feeding and school feeding with local products. The country’s current political crisis and the continued deterioration of conflicts have resulted in one of the fastest growing internal displacements of people with over 1.8 million people displaced since 2019. Political instability, conflict, climate change and socio-economic problems are the main drivers of growing food insecurity in Burkina Faso, with nearly 3.5 million people experiencing food insecurity, or about 16 percent of the national population. Poor harvests and high food prices have added an additional layer of complexity in Burkina for an already vulnerable population facing multiple shocks.
In Chad, WFP and its partners provide assistance to the most vulnerable populations with the aim of achieving Zero Hunger, leveraging the country’s human resources and strengthening their access to food, notably through a Cash and Vouchers program. WFP is also involved in the implementation of a school feeding program that enables direct distribution of meals to students and promotes girls’ attendance by regularly distributing family rations.
The VAM Officer will lead the Country Office (CO) investment in strengthening existing early warning systems through the establishment of a common integrated framework for early warning monitoring and dissemination. They will ensure CO’s priority to provide leadership in research and generating indicators on food security and development of evidence generation methodologies and tools to support the CO’s triple nexus approach. This requires technical skills and ability develop strategic partnership, with national and international institutions such as (CIRAD, CIAT, INRAE, IFPRI). He or she must have the background and understanding of national food systems impacted by climatic change, conflict and impact of COVID-19. They will be required to ensure WFP support and participation in the national food security coordination system coordinated by the Executive Secretariat of the National Food Security Committee (SE-CNSA), develop partnership with the National Institute of Statistics and Demography (INSD) to jointly conduct price monitoring of non-food products and follow the price index to consumption to feed the evaluation of the value of the monetary transfer through the MEB. Ensure technical and financial investment in upgrading SONAGESS Market Information System (SIM).
The VAM Officer must have in-depth understanding of the Common Framework for Food Security Classification and ensure WFP’s capacity strengthening support to SE-CNSA coordination of the food security system to support the Harmonized Framework and national response planning process. The capacity strengthening will also include partnership with universities and research institutions to build evidence with on the effects and impacts of resilience programs, IDP returns and impacts of early recovery programs, integration and return of displaced people & hosts population.
KEY ACCOUNTABILITIES (not all-inclusive)
The incumbent of this position will lead VAM’s strategic and operational  work on food security, nutrition, markets and resilience assessments and analysis. She/he will oversee the systems and tools for beneficiary targeting and prioritization,to inform programmatic decision making.  The candidate will lead a diverse team of national and international staff. The responsibilities will include:
Provide expert advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and ensure the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
Lead/conduct complex food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of Country strategy, policies and programmes.
Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.
Provide advice and guidance on the development of programme activities, providing technical analysis, interpretation and recommendations to enable food assistance needs to be met effectively.
Coordinate and/or provide technical support on global/regional/country initiatives to implement VAM activities.
Lead operational partnerships, including inter-agency collaboration, to ensure a solid VAM support in both emergency and non-emergency settings.
Manage VAM team, providing coaching and guidance as required to ensure appropriate development and enable high performance.
Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.
Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on an evidence base), and identify areas for potential collaboration.
Build capacity of WFP staff, partners and national government to conduct food security, nutrition, markets and resilience analysis to effectively inform preparedness and response activities.
Provide leadership and support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.
Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

QUALIFICATIONS AND KEY REQUIREMENTS
Education:
You have:
Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with eight years of related work experience and/or training/courses.
Experience:
You have:
Typically eight years or more (of which three international) of postgraduate progressively responsible professional experience in food security, nutrition, markets and resilience assessments and analysis.  Significant experience of leadership and managing large teams of staff with somewhat varied areas of expertise.
Strong technical capability in food security assessment and targeting.
Language:
You have:
Fluency (level C) in the English and French languages.
MORE ABOUT YOU
Strong data analysis, evidence generation, writing and reporting capacity.
Previous experience in working with government is an asset.
Experience in working with different stakeholders and agility to make advocacy with evidences is a desired skill.

TERMS AND CONDITIONS
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

We are recruiting for two roles, one based in Ouagadougou, Burkina Faso and another in Ndjamena, Chad. The candidate will be required to relocate accordingly. Although Ouagadougou is officially classified as “family duty station”, temporary family restrictions have been in place since 23 December 2022 until further notice. An R&R cycle has been established every 8 weeks.
