Description NRC is currently looking for a skilled and experienced Regional Safe Programming Adviser for its Regional West and Central African Office based in Dakar, Senegal.All NRC employees are expected to work in accordance with the organization’s core values: Dedication, Innovation, Inclusivity and Accountability. Background

NRC’s Central and West Africa Regional Office (CWARO) located in Dakar, Senegal is overseeing the country programmes in the CWA region, and provides strategic guidance across core programme, advocacy and support functions. The CWA region is composed of Country Offices in Mali, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), North-east Nigeria, Cameroon and a new country office in Niger and Burkina Faso. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict.

 

Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.

 

About the role

 

NRC is committed to ensuring that its programming prioritizes the safety of people with whom we work, that they can meaningfully access our programming, that we are accountable to them, and that we support them to claim their rights. In order to support the organization to achieve this, the Safe Programming Advisor will take the lead on development of this programmatic area.

 

The role will coordinate amongst relevant stakeholders, pulling on the experience of NRC’s programme experts within the region and across the globe to develop tools and systems for the organization. The advisor will then support Country Offices in the Central and West Africa region with the roll out, including by providing training, in-person support, and providing a helpdesk function.

 

Generic responsibilities

  1. Scoping development area: responsible for scoping what is currently happening across NRCs global portfolio within the development area and identify possible best practices to build NRC approach on (within NRC and outside). The scoping should include options for ambition level with associated resource implications.
  2. Strategy development: responsible for developing organisational strategy for how the development area should be implemented and present this to senior management. The strategy should include: articulation of what success would look like, milestones to measure progress, suggested development project to address identified gaps in competency and capacity, resource implications, policy areas to explore for advocacy and possible partners.
  3. Strategy implementation: responsible for driving implementation of strategy and reaching agreed milestones. This includes outreach across the organisation to foster buy-in and understanding for why NRC is doing this work.
  1. Networking, representation and advocacy: responsible for exploring possible collaboration opportunities with other actors (humanitarian, private sector, academia, donors), representing NRC in relevant fora and leading advocacy initiatives linked to the development area.
  1. Conceptualising and testing new approaches: responsible for ensuring that new approaches are conceptualised and tested based on identified promising practice in NRC and from other actors.
  2. Documenting what works and sharing learning: responsible for putting in place a sound M&E framework to measure progress of the development area. This also includes accountability for putting in place M&E framework for approaches that are tested as part of the overall strategy.
  3. Technical support: responsible for ensuring that technical support is available and that necessary tools and guidance are developed (by directly providing technical support or by fundraising for additional resources).
  4. Fundraising: responsible for providing senior management with the necessary documentation and arguments to include development area in framework agreement and obtain share of available flexible funds. Also responsible for external fundraising in collaboration with external relations and the donor section.
  5. Project Management: responsible for managing projects linked to the development area, including progress, budgets, spending and donor reporting.

 

Specific responsibilities

  • Review and consolidation of existing practices and tools related to Safe Programming and Accountability to Affected Populations across the organization
  • Finalization of minimum standards and development of compliance monitoring tools
  • Active engagement and communication with key stakeholders across the region and the organization
  • Development of training packages on Safe Programming
  • Support Country Offices in the region with the roll out of Safe Programming initiatives, including providing training and on-site support
  • Support the integration of Safe Programming into NRC’s Ways of Working across relevant departments
  • Act as a helpdesk function for Country Offices

Expériences / Formation du candidat About you

  • Minimum 6 years of relevant Manager/Adviser experience in the sectors of protection mainstreaming, Accountability to Affected Populations (AAP), inclusion, or gender
  • Experience from leading scoping exercises and driving organisational change processes
  • Experience from working in complex humanitarian contexts
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Experience with engaging with key humanitarian stakeholders
  • Able to represent organisation at a strategic level and contribute to global policy development with key donors and stakeholders.
  • Fluency in French and English is essential

 

  • Ability to communicate complex or technical ideas in an accessible manner
  • Ability to take initiative and work proactively
  • Experience working in a coordination role with multiple stakeholders
  • Experience designing and delivering effective trainings
