Context:

IOM has a lead role within the UN System in the realm of migration, as Secretariat and Coordinator of the UN Network on Migration and, at the forefront of intergovernmental processes concerning migration. IOM is also fully involved in the reform process of the UN Development System and assists Member States in their efforts to achieve the 2030 Agenda, in particular as it relates to migration.

IOM’s Regional Office for West and Central Africa in Dakar is looking to expand its capacity to support Member States in the domain of migration policy and work with other agencies towards the implementation of intergovernmental agreements covering migration, including the 2030 Agenda and Agenda 2063. In West and Central Africa, IOM offers assistance to 23 Member

States in their development planning and in follow-up and review processes. There have been multiple recent calls for migration policies and initiatives to be rooted in knowledge and data; evidence-based planning is also more likely to be innovative and effective. UN activities at country level in support of the implementation of the 2030 Agenda stem directly from Member States’ priorities and are informed by Common Country Analyses. IOM plays a key role in mainstreaming migration in the work of UN Country Teams and will continue to do so with the roll out of the UN’s new Sustainable Development Cooperation Frameworks. Furthermore, in Dakar, a Regional UN Network on Migration was created for West and Central Africa, bringing together UN agencies working on migration in the region. Its role is to offer coordinated and system-wide support on migration-related issues to countries in the region. IOM, as Secretariat and Coordinator of the UN Network on Migration, will have an important role in supporting the implementation, follow-up and review process of intergovernmental agreements. In particular, every year, countries are invited to submit reports on their progress towards the SDGs to the High-Level Political Forum as part of the Voluntary National Reviews (VNRs); IOM assists Member States in their reporting in the domain of migration.

Under the overall supervision of the Regional Director and the direct supervision of the Senior Regional Liaison and Policy Officer, the successful candidate will offer policy support on issues related to the implementation, follow-up and review of multilateral agreements covering migration, including the 2030 Agenda and Agenda 2063. S/he will support the UN Network on Migration and liaise with regional and local counterparts in other UN agencies working on migration. S/he will also be in charge of mainstreaming innovation in migration policy and programmes.

Core Functions / Responsibilities:

1. Keep abreast of continental, sub regional, national policy developments in the domain of migration and disseminate regular briefing notes to IOM senior management in the region.
2. In close coordination with relevant departments/ senior managers at Regional Office (RO) Dakar and the Department of International Cooperation and Partnerships, the Department of Migration Management and the UN Migration Secretariat in Geneva, support coordination with UN agencies working on migration and joint activities, including through the Regional UN Network on Migration. Support country offices in assisting States and other stakeholders devise appropriate policy responses to local needs.
3. Assist in the identification of needs and gaps in policy and institutional frameworks at national level and assist country offices in supporting governments to identify solutions and priorities.
4. Support the development of project proposals and programme interventions that promote and prioritize whole-of-government and whole-of-society approaches, and contribute to building sustainable partnerships, e.g. with UN partners, government and donor counterparts, Civil Society organizations, and the private sector.
5. In close cooperation with relevant departments/ senior managers at the RO Dakar and relevant Departments in IOM HQ, assist country offices and the RO in operationalizing UN reforms at the country and regional Level, including supporting the Common Country Analysis and UN-Sustainable Development Cooperation Framework (UNDSCF) processes in the region. Coordinate with the RO monitoring and evaluation unit to ensure timely review of country-level reporting against set targets in the UNSDCF Support the organization of high-level migration policy events and capacity building fora for Member States and key partners.
6. Support the application of and staff capacity building on key IOM strategic frameworks, e.g. the Strategic Vision, Migration Governance Framework and the Global Compact for Migration, the IOM Migration and Sustainable Development Strategy, and apply tools developed by the IOM to support stronger migration policy capacity in the region.
7. Support the development of innovative tools on migration policy, conducting needs assessments, – for the benefit of states and other stakeholders in line with relevant international frameworks.
8. In close cooperation with relevant HQ departments, assist in drafting and reviewing regional and national policy documents and strategies.
9. Support regional dialogue processes, such as the Migration Dialogue for West Africa and the Migration Dialogue for Central African States in terms of agenda, policy inputs and background documents.
10. Draft policy briefs on key and emerging migration issues.
11. Contribute to mainstreaming innovative thinking on migration policies and programmes.
12. Keep a repository of national and regional migration policy and other relevant instruments.
13. Perform any other duties that may be required.

Required Qualifications and Experience:

Education
• Master’s degree in Economics, Politics, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant of experience.

Experience
• Has a solid quantitative background;
• Experience providing evidence-based policy support to public officials;
• Experience working on issues related to SDG targets and indicators;
• Research experience related to migration in academia, intergovernmental or international organizations;
• Experience working on UN coordination mechanisms is a plus.

Skills
• Extensive knowledge of migration policies and phenomena as well as their relationship with diverse socio-economic issues;
• In-depth understanding of multilateral processes involving migration, including General Assembly processes;
• Knowledge of UN processes and structures;
• Demonstrated ability to translate research and innovative thinking into actionable policy recommendations;
• Ability to draw insights from advanced quantitative research and knowledge of the migration data landscape;
• Excellent drafting skills and ability to redact technical and policy documents;
• Excellent communication skills, including possibly through innovative data visualization techniques.

Languages
IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and/or Portuguese is an advantage.
