Lesotho: SGP seeking Proposals from Civil Society Organizations

The Small Grants Programme (SGP) is inviting proposals from qualified civil society organizations to carryout capacity development activities for the SGP Operational Phase Six and Seven (OP 6 and OP 7) grantees, in the priority landscape.
The GEF SGP interventions in Lesotho for OP 6 are focussing in the mountain region. As such the region is inhabited by-and-large by rural mountain communities with relatively low literacy rates and with low capacities to implement and manage projects. Thus it is important that these communities are mentored in order empower them and to build their capacity in project management and proper reporting. The mentorship is done in pursuit of achieving goal of leaving no one behind and including all including the most vulnerable and more often than not, overlooked sectors of the community, for greater impact.
The Global Environment Facility (GEF) Small Grants Programme (SGP) is a corporate programme of the GEF, implemented by the United Nations Development Programme (UNDP) and it is executed by the United Nations Office for Project Services (UNOPS). Grants are made directly to Civil Society Organizations (CSOs) including national and local Non Governmental Organizations with priority for Community Based Organizations, Farmers Associations, Scientific Community, Women Groups and Youth and Children Organizations and other recognized community entities.
Objective
To strengthen the involvement of local communities in environment and natural resources management through empowering them and building their capacity to implement and manage environmental protection projects for sustainable livelihoods.
Scope of the Assignment and Duration
Based on the above captioned objective, the civil society organization is expected to deliver the following:
- Knowledge fairs, training, workshops (including planning and reporting, project implementation and management, financial management and record keeping, leadership and conflict resolution — for most training listed here provision for such training has been made only facilitation of acquiring appropriate service providers and ensuring quality delivery is required).
- Overall mentoring and guidance for grantees over a period of two years .
- Training, piloting and testing of community-based M&E techniques.
- Networking and consultations for learning exchange. Portfolio review of lessons learned across the entire
- Portfolio of OP 6 and OP 7 projects in the Mokhotlong, Qacha’s Nek and other districts.
- This grant will need to review all projects currently being implemented, use the case study questionnaire to capture the information and produce a synthesis.
Funding Information
- Incremental costs are additional costs associated with transforming a project with national benefits into one with global environmental benefits.
- The GEF is a co-financier operating on a 1:1 partnership arrangement in financing of projects.
- The Programme provides small grants, up to USD 50 000.00, directly to CSOs other recognized community entities for environmental projects. Contribution by grantees may be in cash and/or in kind and can be raised through partnerships with donors, government, academic institutions, private sector, business sector and other stakeholders.
Eligible Organizations
SGP will consider proposals from qualified locally registered civil society organizations with strong commitment to empowerment of local communities.
Qualifications and Experience
- Qualified locally registered non-governmental or community based organizations with a strong commitment to empowerment of local communities.
- Familiarity with and experience in coordinating community development work within a rural setting. Familiarity with the Senqu/Orange River Basin.
- Based and with operations in Mokhotlong or Qacha’s Nek and with good standing with local authorities and the local communities in general.
- Not currently implementing an SGP funded project. Familiarity with UNDP or SGP programming or work is an advantage.
