JOB CONTEXT:

HI has been operating in Jordan since 2006, implementing projects ranging from the provision of comprehensive rehabilitation services, directly, through service providers or through a community based approach; inclusive local development, disability movement strengthening through capacity building of Disabled People’s Organizations and multi-stakeholder dialogue, among others.

In line with the Jordan Response Plan and the 3RP Regional Refugee and Resilience Plan, HI has always sought to integrate resilience and sustainable elements throughout its interventions, by adopting a twin-track approach which seeks to simultaneously address the direct needs of beneficiaries all the while engaging in dialogue with them, with local authorities and local actors to empower them to claim and address their rights to access these services.

Since late 2015 and in line with the evolution of the Syrian crisis into a protracted one, HI adjusted its strategy of intervention to progressively shift from direct to indirect service provision through partners. As of July 2017, the Jordan mission comprises a single entity seeking to ensure the continuity between emergency response, rehabilitation and development.

Currently, the Jordan Mission is implementing projects on Rehabilitation, Early Detection and Early Intervention (EDEI), Inclusion and Inclusive livelihood. HI Jordan receives funding from DFID, BPRM, DFAT, OCHA, Drosos and soon DFID DID the latter two specifically supporting inclusive livelihood

 

YOUR MISSION:

The position will focus on supporting and managing the implementation of the following projects, two of which are about to be completed, one ongoing and another one due to start soon.

Most importantly and alongside the implementation of the project, the PM will be expected to support the gradual nationalisation of the position by providing coaching and mentorship to a designated staff to be able to take on the role after the expatriate.

 

Under the supervision of the Operational Coordinator, the Rehabilitation Project Manager will be fully responsible for the operational, financial and administrative management of the above mentioned projects. He/she is appointed to and will be in priority accountable to the quality of actions.

He/She will directly manage two Supervisors: a Technical Supervisor and a Camps Supervisor and will play a key role in planning, monitoring and team management. However, the position will remain fully accountable towards the Operations Co-ordinator on all aspects of project management. The project manager position aims for a senior candidate, with sufficient autonomy and experience to work in a complex multi-stake holder context

 

Responsibility 1: Coaching and capacity building

-Conduct capacity assessment of the nationally designated staff replacement

-Create a joint action plan of support to address the identified needs in conjunction with the Operations Co-ordinator

-Provide requisite coaching and training support for the designated staff to be able to undertake the role including but not limited to budget management, forecasting, information and team management and report writing.

 

Responsibility 2: Needs assessment and project design

-Participate in the preparation and implementation of needs assessments;

-Participate in project design, including the financial, human resources, logistical and technical aspects required for proper project implementation;

-Propose project adaptations according to the evolving needs and context;

-Prepare the appendices, technical chapters, work plan and logical framework of project proposals;

-Participate to the development of new projects in the field of expertise.

 

Responsibility 3: Implementation and operational monitoring

-Plan and oversee the implementation of rehabilitation project both on-time and within the project strategy;

-Implement activities in compliance with the operational strategy, HI technical requirements, and donor criteria;

-In collaboration with the Regional Rehabilitation Technical Coordinator (RRTC), oversee the respect of the project’s technical specifications

-In collaboration with the RRTC ensure a good quality coordination between the Technical Officers in charge of partners’ capacity building

-Plan the rehabilitation activities with the Support Departments (finance, logistics), according to objectives;

-Propose and develop indicators for monitoring rehabilitation activities and context with the support of MEAL department;

-Use management, activity, results, and context monitoring tools to provide analysis of project and reporting – Organize the Program Quarterly Review;

-Provide guidance to the logistic for the purchase of materials specific to activities;

-Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations;

-Propose adjustments to project if necessary;

-Ensure the achievement of results of the project he/she is responsible for;

-Anticipate the difficulties associated with conducting activities and help solve problems related to project;

-Propose project changes according to the changing environment and indicators;

-In collaboration with the finance department, contribute to the development of project budgets, budget follow up and proposal budgets for the project part.

 

Responsibility 4: Capitalization of lessons learnt, experiences and approaches

-Identify the good practices/ lessons learnt of the project;

-With the support of the MEAL department and the Regional Technical Unit, contribute to capitalization of pilot actions, lessons learnt and recommendation to future interventions;

-Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission;

-Develop tools for collecting information measuring the project impact in close collaboration with the MEAL department;

-Collect identified data and contribute to their analysis in close collaboration with the MEAL department;

-Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors).

 

Responsibility 5: Team management

-Participate in validating recruitment for the personnel for the implementation of the project;

-With the human resources department, define the prerequisites for the project vacant positions and develop the job descriptions;

-Welcome and brief new employees working under his/her responsibility;

-Lead, manage and support the team under his/her responsibility;

-Ensure that performance appraisals are conducted and individual action plans are set for all members of the project team on an annual basis;

-Evaluate the performance of his/her direct reports and provide guidance as required;

-Assess the team needs for training and career development and identify adapted response in coordination with HR department and coordination team;

-Conduct workshops and regular or ad hoc meetings;

-Follow up upon the leave plan of project staff in collaboration with the HR department;

-Identify potential changes in members of his/her team(s) and provide feedback to the Operations Manager and HR manager;

-Make sure his/her team(s) follow the safety rules;

-Ensure that operational, financial, administrative & logistics procedures are respected by project staff.

 

Responsibility 6: Reporting / communications / representation

-Write reports, amendment and annexes concerning his/her activities for donors;

-Ensure compliance with reporting deadlines and guidelines;

-Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with Operations Coordinator and Country Manager;

-Participate to national and international seminars in the field of expertise and prepare contribution in collaboration with the Technical Adviser/RRTC;

-Participate to professional network at national level in the field of expertise of the project in collaboration with Rehabilitation Technical Adviser/RRTC;

-Assure HI’s representation in the meetings or forums related to project and rehabilitation in general;

-Represent HI on request and/or delegation;

-Draft the administrative documents to be signed (MoU, handover…) jointly with governmental authorities, communities or partners
