JOB CONTEXT : The Latin America Regional program is currently under construction and will be hosted by Colombia with 3 affiliated programs (Cuba, the Andean program gathering Bolivia, Peru and Paraguay with on-going activities and Ecuador without any presence yet). The regional program will be set up in January 2020. In the region, HI is implementing activities on mine action, physical rehabilitation, psychosocial support, socio economic inclusion livelihoods, protection, inclusive disaster risk reduction, and inclusive humanitarian action. Moreover, the organization strives to empower people with disabilities in the design and implementation of public policies. A regional response to immediate emergency needs of migrants from Venezuela has taken shape in 2019 and might grow in the coming years.
YOUR MISSION: The Regional Finance Manager (RFM) is mandated by the Geographical Division to implement and monitor HI finance framework and procedures at the level of the regional program. Reporting to the Regional Country Director and in collaboration with HQ services, the RFM ensures the efficient management of the financial resources for the region/country for which s/he is responsible. S/he is the point person for the Regional Country Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility. S/he participates actively in the phased reorganisation of HI in the field. The main responsibilities of the RFM are the following:
