Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT:

The socioeconomic crisis in South America continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. According to UNHCR at least 2.5 million Venezuelans have left the country since 2014, though other sources estimate that this figure could exceed 4 million, including nearly 2 million in Colombia.

 

Since 23 January 2019, the situation in South America has entered into a more acute phase of the crisis, following the self-proclamation of the President of the National Assembly as Interim President and the introduction of new economic sanctions by the US. The South America government largely denies the scale of humanitarian needs and restricts access for international humanitarian organizations.

 

YOUR MISSION:

HI intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable people, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; rehabilitation and MHPSS support as well as food distribution.

HI’s intends to open its South America mission from June 2019.

 

We are looking for a Program Operational Coordinator to ensure the continuity of HI’s operational commitments, with responsibility for all projects and in defense of the organization’s interests. With delegated authority from the country manager, you represent HI with the authorities and partners and actively contribute towards the development of new activities.

 

You supervise all operations, methodology and the framework within which the projects operate

  • Operational oversight of project managers through continuous support to general project management according to needs
  • Specific support for the project manager at key times : start of project, HQ/funder visits, periods of intensive activity, funder deadlines, administrative, logistical, human resources-related needs
  • Verification of security conditions and the correct application of the rules in effect on the programme in the definition of each project
  • Coordination/operational oversight of current projects in liaison with the Country Manager
  • Organisation of the programme department :
    • definition of roles and responsibilities, communication channels, internal procedures, operational meetings, programme reviews,
    • development of tools specific to the department
    • harmonization of the internal project management tools used
  • Verification and consolidation of budget monitoring exercises
  • Writing of external and internal narrative reports and financial reports to HQs, partners and donors
  • Communication with partners and stakeholders at operations level;
  • Preparation and planning of the evaluation phases and support missions required by the projects in liaison with the project manager and Head of Mission;

 

You define operational strategy and its implementation in programme development

  • Participation in the development and monitoring of annual strategy
  • Participation in the analysis of and search for funding opportunities and help with the identification and development of new partnerships
  • Participation in organising Steering Committees
  • Proposition and assistance with the drafting of new pre-projects in liaison with the Field Programme Director/Head of Mission, headquarters, coordinators and technical advisors;
  • Helping to determine the type and sequence of activities to be implemented in violent contexts in order to promote acceptance of the organisation and facilitate access to services for beneficiaries.

 

You represent HI with the authorities and donors

  • Representing HI with external actors when needed and in coordination with the Head of Mission/Field Programme Director: donors, government representatives, UN agencies, NGOs, etc.
  • Taking part and ensuring the participation of your team in external coordination mechanisms: clusters, meetings organised by OCHA, working groups, ad hoc events, etc.
  • Supervising communication and external visibility of projects with key players.

 

You ensure the management of your team

  • Ensuring that your team members respect and apply the mission’s rules of procedure, safety rules and the terms and conditions of engagement specific to their status
  • Taking disciplinary measures when necessary
  • Recruiting your own team and supervising the recruitment of operational field teams in liaison with the bases.
  • Ensuring the HR follow-up of your reportees and being attentive to the personal and professional progress of each member of your team
  • Ensuring your team has access to project methods and technical documents/training.
  • Ensuring team coordination through regular meetings and managing any conflicts that may occur with the support of the Country Manager,
  • Proposing changes to the mission’s organisation chart when necessary and contributing to its implementation.
  • Share with the Field Programme Director/HoM all information relating to the context and the programme that will facilitate team security management during operations.
Expériences / Formation du candidat
  • With master degree in Political Science, Management School, or in Project Management (A university degree in development, public health or disability sector and an experience in gender studies is an asset) you have at least 4 years’ experience in team management or in project design coordination ; an experience of financial management in a complex environment is a plus
  • You master the use of project programming, monitoring and evaluation tools (PSE) and you have knowledge of international donors
  • You show great flexibility, political acumen, relational skills for interacting with HI’s numerous associative and institutional partners and contacts at all levels.
  • You have good analytical, synthesis and writing skills in Spanish, and either French or English.
  • You have good knowledge and previous experience in the development process, and especially in mainstreaming disability and human rights.
  • With your ability to manage complex situations, you show great teaching and learning skills, good interpersonal and listening skills and a participatory approach and facilitation skills
  • You are a good coordinator and have very good communication skills
