The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a large humanitarian program from three different hubs (Beirut, North and North-East), along four main pillars:
1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;
2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
• In 2016, the mission merged its three existing hubs and at the beginning of 2017, a fourth hub was opened.
• Meanwhile, there has been a huge work undertaken by the MEAL department on standardizing the practices notably in term of data collection/entry/archiving and on developing a mobile data collection system, firstly in the Mine Action sector. The standard tools are now under deployment and the consolidation of data at national level, including the historical data, has just started; the review of indicators and related analysis is on-going and remains to be validated and implemented. Some evaluation and third party monitoring tools need to be developed. All of these are developed in line with the on-going development of the IMSMA system at UNMAS level which represents an additional level of consideration in the whole process.
• The same process is ongoing for the health and basic needs sectors and should have to be replicated for other sectors of intervention.
• All of these are part of a larger review of the strategy of intervention at national level, which the MEAL department is actively involved in.
• An additional objective is to deploy and implement the institutional policy on Project Planning, Monitoring and Evaluation at national level.
• The MEAL department consists today of five persons at coordination level: 1 MEAL coordinator, 1 MEAL Manager, 1 Information Coordinator, 1 Information Manager and 1 Information Management officer. There are IM officers located in each hub and managed by the project managers.
Objectives of the position:
• Lead the MEAL department in developing supporting tools
• Provide an effective support to project staff on daily basis to ensure a qualitative monitoring of activities
• Provide the programme with statistics and information to support operational prioritization and planning
General mission: Promote quality in Syria’s program by reinforcing IM and MEAL tools and practices.
Under the supervision of the Head of Program and in close coordination with the Technical Unit:
– To develop, maintain and improve the systems used for collating, analysing and disseminating information
– To ensure the continuous development of tools and processes supporting information management system
– To ensure and support the qualitative monitoring and evaluation of activities
– To ensure the continuous development of tools and processes supporting monitoring, evaluation, accountability and learning

• Bachelors or equivalent in IT, data processing, GIS, epidemiology, statistics
• or any other related field with three years of relevant experience in the field of information management, M&E, assessment system for a humanitarian agency
• Extensive experience of implementing information management & M&E systems for end users, and the technical knowledge in the development of such systems
• Experience in coordinating of large scale projects
• Strong communication and coordination skills (position involving a lot of coordination with many interlocutors)
• Experience in survey design
• Experience in data management and database design
• Experience in network administration is desired
• Familiarity with mobile data collection platforms (like Kobo Collect, ODK)
• Experience with the use of ESRI technology (ArcGIS online, ArcGIS Pro)
• Experience in GIS and analysis is desired
• Strong analytical skills and ability to handle complex issues.
• Well organized and ability to deal with multiple priorities in a complex changing environment
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization
