FIDH – GRANTS OFFICER FOR ITS HUMAN RIGHTS DEFENDERS PROTECTION PROGRAMME

FIDH is currently seeking to recruit a Grants Officer to work on its Human Rights Defenders protection programme.

FIDH is a non-governmental federation of human rights organisations founded in 1922, and currently made up of 184 member-organisations in over 100 countries. FIDH is nonpartisan, non-sectarian, and independent of any government. Its core mandate is to promote respect for all the rights set out in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights.

As part of its Human Rights Defenders protection programme, FIDH manages a support fund to strengthen the capacities of local human rights organisations in order to prevent and respond to developments adversely affecting their situations. It also provides emergency material support grants to at-risk human rights defenders working in the most difficult circumstances.

RESPONSIBILITIES

The Grant Officer will be primarily responsible for managing and reporting on the grants allocated by FIDH to provide support to local HRDs/human rights organisations – through emergency protection grants or capacity building grants. The incumbent will work under the supervision of the Head of the Human Rights Defenders desk and in close partnership with all the FIDH Regional and Thematic desks as well as the Finance and Administration Department, and will perform the following tasks:

. Carry out an assessment of all grants applications received according to the internal procedures, in cooperation with relevant FIDH desks, as well as local member- and partner-organisations;

. Notify the applicants on the status of their application in a timely manner;

. Follow-up on the grants awarded, including through the preparation and signature of grant agreements, as well as disbursement of the funds in a timely manner;

. Monitor the status of progress of grants, including with the Finance and Administration Department, and liaise with stakeholders to receive intermediate and final narrative and financial reports;

. Maintain up-to-date information within related folders and database;

. Report issues faced in the grant allocation system to the Heads of Human Rights Defenders desk as well as Finance and Administrative Department, and suggest pro-active solutions;

. Ensure that all grants available within the project are advertised on the website and disbursed within relevant funding cycles;

. Contribute to the preparation of narrative and financial reports to the donors;

. Assist the HRD Desk Director and Programme Officer in the implementation of HRD-protection related activities;

. Carry out regular quantitative and qualitative analysis on the impact and follow-up of grants allocated, as well as on key trends and security challenges affecting HRDs;

. Contribute to the preparation of communication and promotional materials about grants allocated;

. Regularly assess, and formulate recommendations to improve, the grant application and implementation procedures of FIDH;

. Contribute to the administrative and logistical preparation of events on HRD protection, such as the “inter-mechanisms” meetings.

Expériences / Formation du candidat

QUALIFICATIONS

Advanced university degree, preferably a post-graduate degree in human rights, political science, international law or development studies;

. At least 2 years of working experience in the NGO sector, with experience in managing human rights defenders grant programs;

. Understanding of the security challenges faced by Human Rights Defenders and NGOs around the world;

. Good knowledge of the EU and other funders’ procedures and requirements;

. Experience in preparing narrative and financial reports as well as communication materials.

COMPETENCIES

. Excellent written and oral communication skills

. Full command of English and French – and good knowledge of Spanish

. Capacity to work under pressure with a multiplicity of stakeholders from diverse backgrounds, and to be rigorous and organised in order to meet deadlines and to adapt to multidisciplinary work.

. Skills in the use of software applications, including secure means of communication.

Salaire / Indemnité

– Contract: Fixed term contrat, 18 months (possibility of long term contract then)

– Start date: 1st March 2020

– Gross annual salary: 31,000 to 33, 000 Euros paid over 13 months (according to experience)

– 25 days’ paid holiday + 24 days of reduced working hours per year (35 hours p.w.)

– Possibility of working 1 day per week from home

Location: FIDH registered office in Paris (17 passage de la Main d’Or, 11ème).
