Organizational Setting
 FAO Angola plans to recruit an international consultant – expert on Market-oriented Family Farming, to develop strategies for commercializing sensitive family farming under Project UTF / ANG / 064 / ANG. Main focus will be put on strengthening farmers organizations (associations and cooperatives) through Farmer Field Schools, contributing to create income generating activities. The Project will also contribute to promote sustainable agriculture and Food and Nutrition Security (FNS), in accordance with FAO’s national priority agenda. A more sustainable and inclusive agricultural sector that protects biodiversity will help mitigate the effects of climate change and will play an important role in eradicating poverty, food insecurity and malnutrition.
Reporting Lines
  Under the overall supervision of the AFAOR-Program and the corresponding technical division in SFS and/or RAF and HQ, the consultant will act under the direct supervision of the / CTA / Project Coordinator. He/she will present the daily summary activities in a monthly report template to AFAOR  (Program) and elaborate a 6 months and annual progress reports (in Portuguese and English)  with the support of National Project Coordinator (NPC), and contribute to the development of semi-annual PPRs and annual PIRs as per as FAO procedures
Technical Focus
The consultant will be hired under the UTF / ANG / 064 / ANG project “Technical Support to SADCP-CH-SAMAP (Family Farming Development and Marketing Project in Kwanza Sul and Huila), advising famer’s organizations (cooperatives and associations) in the Farmer Field Schools (FFS) of this Project, so that they can elaborate strategies to access market, at local, at regional or national level. It will also promote the training of two national FF market consultants out of national farmer organizations and/or FFS. This initiative aims to promote internal capacity building. In addition, this consultant will contribute to the training process in the area of market access to Master Trainers (MT) and, as far as possible, facilitators within the FFS.
Tasks and responsibilities
In collaboration with the CTA-led project team / project coordinator, the international expert will support the following activities:
Presentation of a Work Plan, which should be prepared in agreement with the CTA of this Project;
Participate in the training processes of the MT and facilitators;
Develop or propose training tools appropriate to the public of the FFS and the reality of the family farmers beneficiaries of SAMAP, with a view to their insertion in the food market;
Assess the capacities and performance of existing rural agriculture cooperatives and benchmarks best practices and business models of agricultural cooperatives
Review and assesses the existing agricultural cooperative governance structure to strengthen cooperative networks and support structures
Develop and implements a training programme to strengthen technical, operational and managerial skills of the agricultural cooperatives’ members;
Contribute to the elaboration and election of indicators, which are easy to apply in the field and enable the qualification of SAMAP monitoring and evaluation (M&E) processes;
Direct support to farmer organizations, contributing to the elaboration of strategies that allow the insertion in the food market; Organize youth and women into commodity/enterprise specific informal groups and cooperatives
Design and implement an awareness campaign for small-holders family farmers and cooperatives members on cooperative concepts, roles, rules and membership regulations;
Prepare reports, contribute to the systematization of training processes, record lessons learned in order to disseminate best practices and productive and organizational processes achieved by families participating in SAMAP FFS;
Contribute to the elaboration of curricula for the training of facilitators, in the theme of commercialization, aligned with the guidelines set forth above;
Design and delivers a needs-based training programme on agribusiness management, and value chain development for small producers and their cooperatives and other value chain actors
Lead development and dissemination of information and knowledge products for strengthening agricultural cooperatives;
Direct technical backstopping and supervision of LoAs with NGOs, on the elaboration of at least 20 Micro projects for FFS organizations.
Prepare quarterly and semi-annual project component progress reports and identifies lessons learned, constraints and issues that require timely resolution and corrective actions and presents recommendations for improving the performance.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
 – Advanced university degree in a field related to: Agribusiness, Agronomy sciences, Agro-economy, Economy,  Rural Development, Food sciences, Food security, Nutrition, International relations and cooperation and/or other related fields;
– At least 5 years of experience (for Category B) and  10 years of experience (for Category A) in the area related to this consultancy;
    – Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).
