Organizational Setting
 The Quality and Origin program was launched in 2007 by FAO in order to support development of quality linked to geographical origin schemes as tools to increase food security, as well as to contribute to the preservation of food diversity and to sustainable food systems.
Recent projects supporting the development of sustainable Geographical Indications (GIs) have demonstrated the importance of these origin-based labels to promote and add value to traditional quality food products, for the benefit of producers, especially smallholders, and to create mutually beneficial public private partnerships.
Although GIs have to be protected as an intellectual property right (IPR) according to the TRIPS agreement of WTO, they often lack the capacity to properly set up and implement appropriate legal and institutional frameworks especially where GIs are recent.
This is particularly the case of African countries where GIs could provide an opportunity for farmers in the region. It is in this context that the African union Commission (AUC) has facilitated the development of a continental strategy on GIs.
An action plan to implement this strategy and develop GIs in Africa was approved during a meeting at political level in Yaounde on the 18th October 2018 with the African Union, the African Intellectual Property Organization, the African Regional Intellectual Property Organization, the World Intellectual Property Organization and the Agence francaise de développement.
The project below is relevant to output 2.2 of the action plan ‘’the development of GIs pilots in Africa’’ aimed at strengthening the practical expertise among authorities in charge of GIs and the stake holders.
Through the Intellectual Property Code approved in December 2015 (Decree n°49/2015), Mozambique regulates the registration of Geographical Indications (GI) and Appellations of Origin (AO). The Institute of Intellectual Property of Mozambique (IPI) identified several famous regional specialty products, with a potential to improve identity and marketing through a registration as Geographical Indications.
Following a National workshop held in Maputo in June 2017 with the participation of FAO, a project was launched by IPI and WIPO to enable the registration of a first Geographical Indication product in Mozambique, focusing on the goat kid from Tete.
The project engaged with the actors of the goat meat value chain and identified the special characteristics of this meat. In the process, the Association for Protection and Promotion of Tete Goat Kid (APROCATE) was established, with member groups in the four districts of Changara, Marara, Moatize and Tete, and a Code of practice was set up. On 29 May 2018, the request for registration of a GI was officially launched, in Tete.
However, the value chain organization APROCATE is still very new and lacks experience for its internal management as well as for its external roles of protection and promotion of the GI product. In order to lay secure foundations and to become a reference for future new Geographical Indications in Mozambique, this organization requires training and support going beyond registration into implementation.
 Support to APROCATE is currently mainly ensured by IPI through national missions from Maputo. In 2019, FAO will provide additional support to this action, focusing on the strengthening of the local value chain organization through:
*          1 mission by an international consultant in 2019 (14 days)
*          1 local consultant (12 months)
 Reporting Lines
 The consultant will be under the overall guidance of the FAO Representative Mozambique, will coordinate with the Project coordinator Quality and origin program,.
 Technical Focus
 Deliver training and support services to the IPI of Mozambique, to the Association of Promotion and defense of the Tete baby Goat (APROCATE) and to local authorities in the Province of Tete, in order to support the implementation of the “baby Goat from Tete” Geographical Indication (GI).
 Tasks and responsibilities
Tasks and responsibilities will include the following:
 Training of APROCATE members and associative bodies on associativism, community development and Geographical Indications.
Support to APROCATE for the administrative management of the Association and the definition of its internal regulations.
Training of APROCATE associative bodies on the management of the Geographical Indication process, including the implementation of the product specifications and of the internal control plan.
Support to APROCATE to negotiate and implement agreements for partnerships, including an agreement with the leading slaughterhouse in Tete on the implementation and sustainability of the “Tete baby goat” GI.
Support to APROCATE for the elaboration and implementation of promotion activities for the “Tete baby goat” Geographical Indication: production of leaflets, articles, information on the points of sale, cultural and gastronomic events.
Prepare two progress reports three months and six months after the beginning of the contract and a final and detailed report of the activities conducted during the contract.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
 High school diploma
5 years’ experience with  support to, producers’ organizations in Tete province, if possible
Fluent language skills in Nhungue
Working knowledge of Portuguese
National of Mozambique or resident in the country with a regular work permit
