Expertise France recruits 01 Health Expert / HERNES Project
Overall purpose of the role:
Working under the authority of the Country Director (CD) of Expertise France in Iraq, and tasked by the Project Manager (PM), the Health Expert will be in charge of ensuring the medical quality of the project, ensuring that best health practices are implemented, and contributing to raising the medical capacity of local health providers (within implementing partners). The health expert will act as a technical director ensuring that the medical approach (protocols, medications etc.) and duty of care approaches are implemented appropriately.
Providing health strategy counselling:
- Draft a health strategy paper on how the HERNES project contributes to the recovery of the health sector in Northeast Syria
- Provide counselling and guidance to the PM on the health strategy of the project
- Provide guidance to implementing partners on health strategy and how to contribute to a quality health recovery in North East Syria
- Monitor the health situation in targeted areas in NES and propose to respond with a suggested adjustements to the project’s medical approach
Ensuring medical quality of the programme:
- Ensuring that international-recognized best practices are applied to all medical activities of the project – in particular in link with WHO protocols and other health practices
- Ensuring that each component of the project respect medical ethical codes
- Ensure that medical equipment, medicines and consumables purchased are relevant to needs and respect technicalities: review medicines’ list, review list of medical asset, review implementing partner’s assessments etc.
- Ensure that implementing partner’s staffing structure in health facilities are relevant with needs
Capacity Building
- Contribute to raising the medical capacity of the implementing partner, in delivering health projects
- Contribute to review health training materials
- Provide specific trainings on medical programming and others training if need be
- Provide training of trainers directly to medical providers (if access is granted)
Coordination (tasks to be shared with project manager under his/her lead):
- Coordinate with implementing partner (SAWSAN), contractors, coordination clusters and working groups (health cluster, NES Forum etc)
- Coordinate with technical counterparts within local authority to ensure project is properly accepted by local actors and respond to needs
- Participate to develop synergies with other health projects in the areas and with other EF projects implemented from Erbil;
- Participate in various forums, sectorial coordination meetings (health working group, NES Forum), thematic groups and clusters in order to develop the network of strategic partners.
Reporting, capitalization
- Provide regular updates to project manager on workplan
- Participate to the review of the implementing partner’s narrative reports
- Provide medical inputs to the narrative reports due to donors
- Prepare ad-hoc report on medical updates, needs to share with internal and external counterparts, including, donors, partners, headquarter;
Perform any other related duties upon instructions received from the Project Manager. |
Expériences / Formation du candidat |
Education level
- Medical doctor with broad knowledge and experience in Public Health and/or emergency and humanitarian health programmes (relevant academic qualifications minimum MD and Master of Public Health);
Qualifications
- At least 5 years of relevant experience in a similar position;
- Proven experience within health or civil society support sectors
- Experience in humanitarian, stabilisation and/or post-crisis settings with NGOs, INGOs or development organisations
- Experience in remote management desirable;
- Knowledge of the Syrian context is a plus;
- Good computer skills: MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook).
- Ability to design guidelines, training curriculum etc.
- Excellent professional English is a requirement. Arabic is an asset.
- Good communication, writing and reporting skills;

- Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity;
- Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs;
