EU seeking Proposals to support Agriculture Financing and Inclusive sectors in Madagascar

European Union has currently announced a call for proposals on program entitled “Support Program for Financing Agriculture and Inclusive Sectors Around Antananarivo Madagascar”.
The general aim of this call for proposals is to “contribute to the sustainable improvement of rural households and their food and nutrition security, especially that of women and children, in a concern for preserving the natural environment in the peri-urban area of “Antananarivo”.
Objectives
The call for proposals has the following specific objectives :
- Intensify and diversify in a suistainable and inclusive way the production of target sectors;
- Strengthen the marketing of products that respects agro-ecological standards, quality and hygiene standards, including nutrient-rich foods;
- Securing investments in the agriculture and wood energy sectors in a sustainable manner.
Priorities
The call for proposals has identified the following priorities:
- Increased production/productivity and quality of targeted sectors;
- Strengthening the “value chain” approach through, in particular, structuring and capacity building increased producer marketing, including better labeling of their products and access to improved markets.
- Improvement of communal territorial governance and land security of producers.
Funding Information
Any grant requested under this call for proposals must be between the amounts minimum and maximum:
- Lot 1
- Minimum amount: EUR 1,300,000;
- Maximum amount: EUR 1,500,000.
- Lot 2
- Minimum amount: EUR 800,000;
- Maximum amount: EUR 1,000,000.
- Lot 3
- Minimum amount: EUR 3,200,000;
- Maximum amount: EUR 3,500,000.
- Lot 4
- Minimum amount: EUR 1,700,000;
- Maximum amount: EUR 2,000,00.
Eligibility criteria
Lead applicant
To be eligible for a grant, the lead applicant must:
- Be a legal Person;
- Have no profit purpose;
- Belong to one of the following categories of organisation: non-governmental organization, public sector operator, local authority, international (intergovernmental) organisation as defined in Article 43 of the Rules of Application of the Financial Regulation of the European Union;
- Be established in a member state of the European Union or the European Economic Area, or in one of the African, Caribbean and Pacific (ACP) states, or in one of the least developed.This obligation does not concern international organisations;
- Be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity or entities, and not acting as an intermediary;
Co-applicant(s)
- The co-applicants participate in the development and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant;
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant of line itself;
- Applicants on the lists of persons, groups and entities subject to restrictive measures of the EU at the time of the award decision can not be granted a grant.
Affiliated Entities
- The lead applicant and his co-applicant(s) may act with one or more affiliated entities;
- Only the following entities may be considered affiliated to the Lead Applicant and /or Co-Applicant(s):
- Only those entities that have a structural link with the applicants (the lead applicant or aco-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- Control, within the meaning of Directive 2013/34 / EU on annual financial statements, to the financial statements reports and related reports of certain types of enterprises:
- Entities affiliated with an applicant may therefore be:-
- Entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries of first ranked) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second level), and this is valid for the other levels of control;
- Entities directly or indirectly controlling the applicant (parent companies). Of the same for example, they may be entities controlling an entity controlling the applicant;
- Entities controlled, directly or indirectly, at the same level as the applicant (companies sisters).
- Entities affiliated with an applicant may therefore be:-
- Membership, i.e the applicant is legally defined as, for example, a network, federation or an association of which the proposed affiliated entity is a member, or the applicant is a member the same entity (for example, a network, federation or association) as the proposed affiliated entity.
- Control, within the meaning of Directive 2013/34 / EU on annual financial statements, to the financial statements reports and related reports of certain types of enterprises:
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
- Applicants must submit their application in French.
