The European Union (EU) is seeking proposals from eligible organisations for a program entitled “European Instrument for Democracy and Human Rights (EIDHR): Bosnia and Herzegovina – Country Based Support Scheme 2018″ to support civil society and human rights defenders in Bosnia and Herzegovina in working on human rights (political, civil, economic, social and cultural), and democratisation.

 

The RBA implies that target groups are considered as ‘rights-holders’ with legal entitlements, and government institutions are not mere service providers but ‘duty-bearers,’ who are under an obligation to deliver on people’s human rights. In line with a Rights-Based Approach, development cooperation should contribute to the development of the capacities of ‘rights-holders’ to claim their rights and ‘duty-bearers’ to meet their obligations. Programmes and projects therefore need to assess the capacities of rights-holders and duty-bearers and develop the appropriate strategies to build these capacities. At the heart of the RBA is the recognition that unequal power relations and social exclusion deny people their human rights and often keep them in poverty. The approach therefore puts strong emphasis on marginalised, disadvantaged, and excluded groups.

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • minimum amount: EUR: 100,000
  • maximum amount: EUR: 160,000

Eligibility Criteria

  • Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organisation such as: civil society organisations with no geographical requirements set a priori. In addition, public-sector non-profit agencies, institutions and organisations (including in particular National Human Rights Institutions), international inter-governmental organisation as defined by Article 43 of the rules of application of the EU  Financial Regulation  and national parliamentary bodies will be judged eligible when this is necessary to achieve the objectives of the EIDHR.
    • be established in Bosnia and Herzegovina or a Member State of the European Union, or any country, as all are eligible for participation in contracts financed under this Instrument and
    • if the applicant is a national of a country other than Bosnia and Herzegovina, it must have at least one co-applicant established in Bosnia and Herzegovina whose local capacity development must be strengthened through some proposed activities and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
  • Co-applicant(s)
    • If the applicant is established (see footnote 16) in Bosnia and Herzegovina, it must act with at least one (1) co-applicant, with no restrictions concerning co-applicant(s)’s nationality.
    • If the applicant is not established in Bosnia and Herzegovina, it must act with at least two (2) co-applicants established in Bosnia and Herzegovina.
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Affiliated entity(ies)
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.

How to Apply

In order to apply for the grants, applicants have to register themselves in PADOR, an on-line database via given website.
