Program manager l OTI l Burkina Faso l 2019
Chemonics seeks a long-term program manager to lead a new Burkina Faso Regional Program office in Fada N’gourma. The OTI/Burkina Faso Regional Program, under a SWIFT IV IQC task order, supports activities that maintain and deepen stability in Burkina Faso, neighboring countries, and the broader Sahel region. The position is a 29-month assignment, from approximately September 15, 2019, to February 5, 2022. The position will be based in Fada N’gourma, Burkina Faso, with frequent travel to the central office in Ouagadougou. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Manage the Fada N’gourma office and program activities in the Sahel and eastern Burkina Faso
Serve as primary senior management team representative for program development in eastern Burkina Faso in collaboration with program development officers, the chief of party, and USAID/OTI
Develop and deepen relationships with local government stakeholders and project beneficiaries
Supervise all program activities through oversight of two grant management units, composed of program development officers, grant managers, and monitoring, evaluation, and learning (MEL) staff
Supervise and manage day-to-day operations of the Fada N’gourma office, including human resources, contractual compliance, finance and accounting, and procurement
Prepare, present, analyze, and evaluate grant concepts, applications, agreements, and financial documents to ensure consistency with the program’s strategic framework
Supervise the development, implementation, and finalization of multiple grants and other activities in a dynamic environment
Advise the chief of party on the evolution of the local security situation and suggest ways to constantly adapt to ensure that the program remains relevant and effective
Supervise program development officers, grant managers, and procurement staff to ensure effective grant implementation while maintaining compliance
Oversee MEL staff to ensure activity tracking and evaluation data is used to guide future activities
Review and approve grant file closures to ensure completeness
Oversee the program’s security platform in the east, ensure that security considerations are integrated into activity concepts, and oversee the day-to-day work of the risk and security associate
Oversee web-based database activity entries, including writing of theory of change statements and assumptions, activity notes, and reviewing final evaluation reports
Supervise and provide mentorship to all staff in the Fada N’gourma office
Qualifications:
University degree required, graduate degree highly desired
Minimum of six years of experience in designing, managing, and implementing programs in conflict-affected areas including the Sahel
An in-depth understanding of regional conflict dynamics and drivers of violent extremism in this region
Experience in program, operations, and personnel management, and strong ability to build interpersonal relationships with stakeholders
Experience with donor-funded programs, in particular, USAID/OTI, highly preferred
Strong organizational, management, and administrative skills; strong writing and reporting skills; experience with monitoring and evaluation
Demonstrated analytical ability and understanding of the local and regional political context, with the ability to conceptualize relevant grant activities
Proven knowledge of local and international NGOs and community-based organizations implementing relevant activities and programs in the country, as well as key government stakeholders, with an accurate understanding of the political environment and social conditions in eastern Burkina Faso
Experience working with local organizations to implement participatory activities
Demonstrated leadership, versatility, and integrity
Fluency in French is essential, and proficiency in English and relevant local languages is highly desired
