General description of the position

You lead the Emergency Response team in its response in this environment, as well as maintaining a national analysis on developing emergency trends, taking a leadership role in national discussions on ongoing and developing emergency responses, and reporting and representaiton on the needs of the affected.

Main responsabilities

– You are responsible for overseeing the development and implementation of the country emergency response strategy and the implementation and impact of exisiting programs to ensure they effectively addresses the needs and vulnerablibilites of the affected

– You also ensure that ACF systems / procedures are in place and being properly implemented in an emergency, and that they ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources

– You lead and manage the ACF ERM team to ensure the implementation of programs, manage the field team in achieving ACF’s global mission in the area and ensure the proper use of resources in achieving impact for affected persons.  This will also mean directing the actions of the ERM team in  response to developing and ongoing emergencies in Afghanistan

– You are  responsible for maintaining compliance to the mission and base security protocols and for ensuring their regular update in response to changes in the security environment.  This will include coordinating a response and action in circumstances of a security event taking place in coordination with the Kabul management team

– You are responsible for establishing and maintaining good working relationships with host government officials and other partners.   This will include representation of the organisation, mission and its values with external stakeholders during an emergency response

Work context

 In Afghanistan, based in Kabul

As a politically fragmented, natural disaster-prone nation, Afghanistan has long faced levels of chronic insecurity, internal displacement, and widespread poverty that has subjected its populations to ongoing hardships and recurring humanitarian crises. Communities remain food insecure for a range of reasons, from the cumulative impacts of multiple droughts, erratic climate shocks and seasonal flooding, a lack of infrastructure and limited access to markets, problems that are especially acute among vulnerable populations in remote regions. As a result, Afghanistan ranks poorly on basic human development indicators, with millions dependent on external humanitarian assistance for their daily survival and an estimated four million refugees living abroad in Pakistan and Iran. Although education and health have improved in urban areas, rural populations remain largely vulnerable to maternal and perinatal mortality and infant mortality and diseases, malnutrition being a major concern.

Presentation of the mission: 

In 2017, ACF implemented several integrated project in Nutrition and Health, WASH, FSL and MHCP responding to the needs of the most vulnerable in Helmand, Ghor and Kabul. Moreover, ACF extended its ERM approach into more provinces such as Helmand, Ghor, Daykundi, Nimroz and Bamyan. 1,973 IDPs increased their access to sanitation and hygiene through latrines and hygiene kits, and 21,724 IDPs benefitted from multi-purpose cash distribution. Moreover, through this project, ACF Afghanistan organized a well-received photography exhibition in Kabul and Brussels, to raise awareness about the humanitarian situation in Afghanistan.

Through its Nutrition Surveillance department, ACF implemented with its partners 12 assessments (SMART, SQUEAC and RNA) across Afghanistan addressing current humanitarian data gaps and ensuring informed strategic programming decisions.

 The security context overall is volatile. Expats who do not have previous experience working in harsh contexts should have a solid understanding of the security issues they will face in Afghanistan and/or previous travel experience in volatile contexts before consideration. Stress management skills/awareness would be essential for any recruit coming to Afghanistan mission.

You will join a team of 400 national staffs and 15 expatriates with coordination office located in Kabul and two other bases in Helmand and Ghor.

ACF in Afghanistan must respond within a fluid context that requires the mobilisation of the Emergency Response Team in response to natural disasters and movements of people displaced by the ongoing conflict.  This includes often working in a challenging security context and at times, challenging work relationship with local authorities and Armed groups.

Do you fit the requested profile ?
  • You have at least two years of working experience in emergency context and response and unstable and volatile environment (conflict / post conflict country)
  • You have a strong previous experience in needs assessment
  • You have a strong previous experience in Emergency projects (NFI and UCT distribution) If you have a previous experience in rapid response projects, in emergency supply schemes (purchase, distribution…) and in sensitive projects, problem-solving with beneficiaries, it would be considered as a key asset

Technical skills:

You have :

  • Very good organizational and planning skills
  •  Strong communication skills, patient and diplomatic
  • Very good negotiation skills
  •  Strong ability in coordination (external coordination)
  • Very good team management and supervision skills, leadership
  • Knowledge of international minimum standards (SPHERE…)
  • Knowledge in project cycle management
  • Knowledge of humanitarian actors including institutional donors
  • Knowledge of humanitarian environment challenges (Policies, UN humanitarian reform, stakeholders…)

Languages: You are fluent in English (written, spoken, read).

Computer skills: You have good computer skills (Microsoft office package, internet, GIS)

  • You have very good analytical skills – context analyses

  • You are adaptable and able to work in harsh environments
  • You are rigourous, patient and autonomous

Contract12 months fixed term contract under French legislation

Remuneration and benefits :

  • Monthly gross salary: €1805 to €2305 upon experience
  • Per diem and living allowance:  €383 (cf eurocost) net, field paid.
  • + 12 % of monthly gross salary as country allowance.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children.

Transportation and accommodation:

Coverage of transportation costs to and in the mission.

Individual room in guesthouse covered

Medical coverage100% coverage of medical expenses + repatriation insurance.

Leaves and RnR

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • + 215 € at each RnR period every 8 weeks.
  • Coverage of the transportation expenses to the RnR area of reference (Thailand)

 Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.
  • Participation to external trainings costs upon eligibility of the request.
